make 4-5 tier ghats for ganga, which which works multi purpose as under ground sewer which taker away the sever disposal issues, one layer for carrying electricity cables, internet/phone cables etc. which will boost connectivity and at the same time provide part revenue for construction, the top layer of the ghat can be used as staired ghats itself, or as roads, or as gardens depending upon the locality. Entry in city should be restricted by E-Rickshaws or other pollution free mode. 11) For luggage separate arrangements can be made to directly reach the hotel or whatever convenient.
I think if we manage the traffic that will make a big difference alone, I had faced these issues during my visit to Rishikesh recently.

कोई भी सड़क पर कोई कचरा फैके तो उस पर मामूली चार्ज (चालान) कटना चाहिये|
कचरा टेक्सी के निकल जाने के बाद कोई भी अपने घर के आगे कचरे का बैग नहीं रखेगा | ऐसी व्यवस्था होनी चाहिये|

The culture of cleanliness should start from home, then society, villages, towns, cities, districts, state.
