How can we maximize health returns through increasing financial resources for Health?

Public expenditure on health at the end of the 11th Plan period was at 1.04% of GDP. Additionally, 70% of total expenditure on health is out of pocket. Studies show that out of pocket expenditure on health in India may be contributing to increase in poverty by approximately 3.6% for rural areas and 2.9% for urban areas. Public health spending in India remains among the lowest among comparable countries. It is clear that there is a need to raise more resources for health. Since spending on health need not only be through central government allocations, novel methods for raising additional funds must also be explored. Policy for medical insurance covering unwanted outcomes during medical treatment on the lines of temporary travel insurance covering a particular procedure. This will increase jobs and reduce the burden of prolonged cases in the judiciary and also reduce the stress and burden on doctors while making diffucult decisions in challenging situations. Modiji, Every newborn has a web page for uploading their health data, Then give them an accession number. This number is linked with low premium insurance. If hospitals or the persons upload the details of their health along with respective details in their site any doctor can easily identify the disease at the same time minimise frauds in insurance field & also help to reach the insurance in eligible hands.

I have made a submission to IRDA as well as to The Chairman of Star Health Insurance not just for my mother's case but for all other cases of siminar nature. I hope they will atleast respond with reasoned judgement.

Let me share a recent case pertaining to my mother who is a 77 year old widow and is under the health insurance coverage from Star Health Insurance for the last 7 years with only one claim of Rs.20,000/- towards cataract surgery and she has over the years has paid over Rs. 3 lacs as premium. Star Health has increased the premium by 40% for good claims and being honest. See how a senior citizen is being treated and I wonder how many mothers and fathers are being a victim of such treatment.

The Government must take up a bold plan in ensuring health for all scheme and also must focus on Health Insurance for Senior Citizens and they are the most deprived class in India. With the change in the socio-economic pattern the senior citizen apathy are the worst as nobody to take care from within the family and more so the health cost is so high they cannot afford.

Government must promote various Effective, Self Reliant Drugless Therapy like Magnet Therapy, while making Health Policy; which include no extra financial Burden for Good Health.
