The Govt. of India has set-up a High Level Committee (HLC) of experienced persons and experts under the Chairmanship of Hon’ble Member of Parliament, Shri Shanta Kumar, to recommend restructuring of Food Corporation of India (FCI) with a view to improving its operational efficiencies and financial management.

The constitution of the High Level Committee by the Government of India and its terms of reference are placed in the public domain at FCI website: www.fciweb.nic.in  

General Public and stake-holders including professionals, academicians, scientists, NGOs/institutions, self-help groups, co-operatives, farmer bodies/associations, rice/ flour millers, handling & transport contractors, government bodies etc. in the field of food management, agriculture, storage, warehousing, supply chain and logistics etc. are hereby solicited to send their suggestions on restructuring of the Food Corporation of India.

Suggestions are also invited to reorient the role of FCI in Minimum Support Price operations, storage and distribution of foodgrains and food security systems of the country.

Views may also be given with regard to integration of supply chain of foodgrains in the country, suggesting most efficient model for storage and least cost option of moving grains alongwith tracking of carriage. Views on
models of scientific storage and upgradation of technology in management of foodgrains are also welcome.

17. allow domestic banks to be members of commodity exchanges to stabilise price swings.18. Warehouse receipts to be used for insurance cover as well.

15. Like Foreign Exchange reserve management FCI stock / inventory management should be maintained & monitored. 16. Agriculture ministry to be supply chain ministry of FCI. 17. Commodity Exchanges to float securities based on Indian suppliers & seekers needs rather than looking international linkages for intermidiatories to make money. 18. Allow banking system use ware house receipts of FCI to be traded as food security & provided finances to needy instead of local money sharks.

11. ERP system to be imp-lamented for full supply chain. 12. Private hoarding & sudden beat marshal inspectors to be done at distribution nodes. 13. FDI to be allowed in ERP, logistics, quality control / assurance, re-work. 14, Returns to be connected with risk free returns & be considered in procurement - ultimate sale price. 15. Private e-retail channels to be used distribution of highest quality stuff at very high premium prices.

5. Further quality of grains to be sorted & maintained by FCI. 6. International price movements should be monitored along with inventory levels with total FCI warehouses. 7. All FCI warehouses net connected with nearest food stock updated to latest by 24hours. 8. Food security act to be implemented in fullest. 9. Local grain supply/ local price to be placed in connection to international price & stock. 10. State wise supply distribution to monitored net based..

Make air proof container available to common people , So that Precious Food grain can be saved from termite. I am in trying to avail airtight container to store grain but not available in market. Grain in FCI Godown should be packaged in airtight Bags.

1. Relationship of Veg price rice to be connected to MSP 2. Farmer to get MSP in proportion of saleable market price. 3. Farmer to get following information: MSP, Nearest mundi price, local transportation cost to carry produce to FCI & nearest mundi, Mundi auctions to be on e-tender basis with nearest another mundi price along with transportation cost displayed on big TV screens in/outside of mundis, 4. All qualities of grains to be accepted by FCI & MSP to be proportional to all.

Food directly affects to life of the people. Food is the responsibilty which can't be outsourced or provatized in any country. Restructing of FCI is important, but mismanagement of Govt can't be blamed to a office or a manager. Lack of Shades/Godown is the major problem. Food grain is rooten in open land without proper shades/godown. Lack of e-governance is another factor why lakes of toned of grain took by thef each year.

FCI can help in supporting price of food-grains (in case of excessive production), thereby safeguarding the interests of the farmers. But the procurement should be limited to what can be utilized in a year plus stored without getting spoiled and storage should be cost effective (i.e. its cost is not more than average cost of imported food-grain). This will ensure food security. It should follow FIFA. PDS needs thorough review to weed out bogus cards & strictly limited to poor beneficiaries

6. Railway siding(loading/ unloading points) should be with in godown premises. Transporter’s truck drivers lift/ theft bags in the way between the godown and Rail head.
