Under the initiative of Ease of Doing Business (EoDB), the Town and Country Planning Organization (TCPO), Ministry of Urban Development, Government of India circulated the Model Building Bye-laws in 2016 for adoption by State and U.T. Governments. The task in Chandigarh was assigned to the Department of Urban Planning. Accordingly, a committee was constituted for formulation of common rules with due consideration to byelaws/notifications/orders as issued/notified from time to time by the Chandigarh Administration.

Now, the Chandigarh Building Rules, 2017 (Urban) have been formulated by the Department of Urban Planning inspired by the Model Building Bye-laws , 2016 of Government of India. These are a compilation of relevant notifications/orders issued till date by the Chandigarh Administration, new chapters and guidelines mandated by MBBL-2016 and some elements of Haryana Building Code-2016. These rules contain norms and regulations in respect of Residential, Commercial, Industrial, Public-Semi Public land uses and other land uses ; building services ; High Rise Buildings ; Climate Resilient construction (environment clearance) ; green buildings; sustainable development measures etc.

These rules shall be applicable to the entire U.T. except Abadi Areas (Lal Dora) of U.T. villages.

Dekho bhai bheheno..... insan ka ghar aasman tak chu raha hai aajkal.... per is insano ne sirf aapne short term keliye ye sab bana raha hai... arre bhai koi long term ka soch hi nahi raha hai..... ek building banake liye 20 30 pyer kat dalraha hai ... aare socho OXYGEN nahi rahe gi to hum bache ge kaise... itna pollution hoga toh hum jiyege kaise.... SUB AAPNE Bare me sochtah hai. aapne ke liye na sahi.. apne baccho ka future or aapne future ke bare me toh socho... pehle zindegi fir rehna dhulna

50% of the apartment cost must be returned by builder, if building collapses or ceiling leakage or any cracks found with in 30 yrs

Chandigarh Building Rules (Urban) – 2017(Para 4.1,Serial No23) allows basements for Marla Houses. Wherein Plinth level allowed is Minimum 0.3m (1'-0") only. H.B.C.-2016(Para 33)prescribes minimum plinth level of 450mm and Maximum plinth level of 1.5m. N.B.C. 2005,Part 3, Para 12.9.3 (c)lays down that The minimum height of the ceiling of any basement shall be 0.9 m and the maximum, 1.2 m above the average surrounding ground level. Max.plinth level for marla houses should also be prescribed

In the Chandigarh Building Rules Urban 2017, as per Page 13 Heading 4.1 Residential (Plotted) - whereas a Minimum Plinth level of 0.3m (1’-0”) and a Maximum Level of 1.2m (4’-0”) has been prescribed in case of Kanal Houses, only a Minimum Plinth level of 0.3m (1’-0”) has been prescribed for Marla Houses. Thus no maximum Plinth level has been prescribed for Marla Houses.
It is, therefore, suggested that a Maximum Plinth level should be prescribed for Marla Houses too.

To reduce pollution in smart city we can have Electric Buses they can run on Solar Energy or direct current from power grid. The Solar Panel on bus roof top will generate electricity for bus. The Smart City should have smart connection. Smart City should be connected to Daily Commuters, Tourist, Railways, Public Safety Authorities, Shipping Ports, Airport, Freight Carriers and to Government dept. If all this get connected it will make the city more safer, efficient and more mobile World. With leading Technology you will connect the machine. Recycling plastic is big problem of Govt. I have one suggestion. In order to make smart city road more durable the Govt. can use the Recycle bottles, plastic bags, broken plastic material which is in waste form. Smart City should have Smart building, Complex & Smart Infrastructure's. The electric power supply can be generated from Geothermal Power which is renewal energy from Earth Crest. All the flats should be connected with optic fiber & with internet connection & must be interlinked with each flat with video door camera. Waste should be collected by underground gas system.
