TRAI had floated a consultation paper titled “Encouraging Telecom Manufacturing in India” on 28 December, 2010 and the recommendations on “Telecom Equipment Manufacturing Policy” were published 12 April, 2011.In the past five years, there has been an exponential growth in the technology in the telecom sector. A need has therefore been felt to revisit the issue of “Promoting Local Manufacturing in Telecom Sector”. In light of the above, the Authority has suo-motu decided to issue a consultation paper on “Promoting Local Telecom Equipment Manufacturing”. The present consultation paper has therefore been aimed to realistically assess India’s true potential in equipment manufacturing with the aim to arrive at recommendations that would enable Indian telecom industry to transition from an import-dependent industry to a global hub for manufacturing.

The consultation paper has been issued with the following objectives:-
(a) To identify the policy measures required to boost Innovation and productivity of local Telecom manufacturing in India.
(b) Examine the existing patent laws in context of promoting local manufacturers.
(c) Examine the issues of Standardization, Certification and Testing of Telecom Equipments and suggest a framework for improvement to support local telecom equipment manufacturing.
(d) Examine issues related to IPR affecting the local telecom equipment manufacturing industry.
(e) Examine the current fiscal incentives to promote the local telecom manufacturing and recommend measures for implementation in the future.
(f) Identify measures to be taken to attract foreign investment for setting up establishments in India.

sir. 10 year se pehle aapne dekha hoga ke BSNL ki landline se connection bahot sare dharo me the. par aaj mobile aa jane par landline sirf 1% ke aaspass reh gaye he. unme jadatar goverment ka he. inka ek karan landline ka call or net ka daam jyada he. mobile par ham jaha ho vaha call or net use kar sakte ho... meri ray se BSNL ka rate kam kardo .. par month bsnl home plane me par month call 7:00PM to 9:OO Am or net unlimited ka plan RS.200/- with tex ho to jaise 10 year jaisi mang hogi.

When Deptt.of Telecom is absorbed in BSNL,why the DOT under the MOS(IC) is the decision making authority.CMD BSNL should be all in all.For every decision,CMD is bound to follow DOT decision.Thus the Private Telecom Sector under the Govt.(DOT) is unable to promote the services in this scenario of competition.CMD BSNL should have been given full support by the Govt.to implement his decisions to promote the Telecom services.There was a time when BSNL was the INDIA's No.1 service provider Co.
