Bilaspur is selected for Round-2 under Smart City Mission and BMC is in the process of preparing the revised Smart City Proposal. Citizens are requested to give valuable suggestions to revise the Smart City Proposal of Bilaspur for Round-2 and onward submission to MoUD.

Bilaspur Smart City Proposal was developed through detailed planning exercises among BMC officials, stakeholders, sector experts and citizens. The proposal included two major components:

1. Area Based Development (ARPA river area from Bilasa park to Bilaspur Barrage)

The total area taken was 1197 acre out of which area for retrofitting was 725 acres and for Greenfield development is 472 acres with mixed land use promotion.

2. Pan City Proposal: Pan City proposal aims at upgrading the existing infrastructure with installation of ICT (Information and Communications Technology) features. Following are the main features of the proposal-
a) Intelligent Multi-modal transport system
b) Development of central GIS infrastructure
c) City operating system (Integration of data and services)

In Round 2, citizens are requested to examine and revise the earlier proposal. The earlier proposal is being uploaded herewith for comments and suggestions of all concerned Citizens and Stakeholders.

Administration in government office should be strengthened to give it’s citizens a proper and efficient governance system. Official works should not be delayed unnecessarily.

   Illegal encroachments on road sides should be removed because they create traffic problem/congestion in the city by reducing the right of way.

   Metered water supply system should be given to people so that there is regular water supply in the city and they do not face any water scarcity.

   E-governance kiosks are required in the city to give the citizens of the city a medium to communicate with the government and ease of services.

   Government schools should be provided with proper furniture and facilities (E- Classrooms, Mid-Day Meals, transportation facility etc) to provide quality education to students.

  Because of improper and poor management of solid waste in the city there is problem of stray animals also and no proper care is taken for its maintenance. Dustbins should be put on every 150-200 m distance for garbage collection and also it should be properly regulated.

   Provision for female specific toilets, community toilets/public toilets should be made as this will promote proper sanitation conditions in the area.

  Proper parking facility in market area is essential for avoiding traffic conditions there. Present parking facility is not adequate to cater the population in the area. A dedicated parking lot should be constructed to avoid the havoc in the area.
