Establish a cloud platform that is used by centre and states collectively.
A Cloud platform based on opensource software and commodity(are cheap) CPU ,storage and networking components.
Centre and States should collaborate on Application development since many states use applications with minor differences.
The cloud and collaboration will greatly reduce costs.

It can be solved with good innovation. Actually, I am doing it in education & learning area for the past 5+ years. Biggest hurdle in my experience is, most of the innovation is from young entrepreneurs who understand what is at the ground level and know how to make it work. But, Government only talks to Big organizations (who only want to sell a product they have) and don't want to talk to these 'small' people.

Resolving this is the key.

ADDING TO THE LAST SUDGESSION I WOULD LIKE TO ADD THAT THE GOV.COULD COLLABORATE WITH EXISTING PRIVATE DTH PLAYERS AS THEY TOO ARE ALREADY PRESENT IN MANY AREAS ...THE SAME DISHES ALREADY INSTALLED COULD BE USED TO CATCH DIRECT INTERNET SIGNALS FROM THE SATELLITE THUS USING THE ALREADY IN PLACE DTH INFRASTRUCTURE THIS WILL HELP REDUCE COST OF REACHING MORE OFF THE GRID LOCATIONS

For the upcoming generation we can have a medium to connect to the digital world.we can start it from school,we can provide them with a adhaar profile from school level itself and it is the schools responsibility to make there profile updated and also let students and there parents know about it ,as I have seen parents will connect better in this way because of our Indian culture, parents take a lot of interest in there children studies and this can be a medium to connect them.

I think that by eliminating income tax from online share trading by increasing STT would benefit people, govt, economy in a large scale. As more and more people can freely trade, invest in share. So they will feel to convert their black money to white, thus increasing transparency and ease of doing business online i.e, digitally.
