Constraints in eliminating beggary

What are the major constraints in eliminating beggary? In addition to the efforts made by the Government, how can public participation get India rid of beggary? ...
Sir,as a child specialist I know, where drugs are peddled. They are sold near high schools, pan shops which sell cigarettes etc, because Adolescence is a period of emotional turbulence -when children move away from parents,a period ,where childs mind in an adult body -a period of experimentation.so the peddlers know the child's psyche and hence hang around near high schools also near shopping malls basement parking and slums,so us the issue of pronography.please save innocent children sir.
absence of livelihood opportunities, nexus between police and gangs which run beggary groups, tendency to get money without hard work, religious practices which glorify beggary, absence of state security against neglect of old, disabled, orphans, etc. are major constraints.
As a country we need to ensure that our alms/offerings goes to the education of a child. the funds can be contributed to the schools directly or each child's education and bringing up can be sponsored. We need to teach our children not to depend on providing petty alms to children on the street and clear their conscience. We need to teach that every money spent should bring a real change in the child rather than an income to the caretaker or the parent or the syndicate holding the child.

Respected PM,
Old aged persons are brought to temples by their assistants some times even with their grand children and keep them to beg morning times. Beggary should be banned. Govt should take the responsibility when they are denied for food from their children. Laws are there, but they should be implemented effectively. NGOs, Police, Revenue and Social Welfare should be made responsible. The beggars in Jamshedpur are very negligible during my last one year stay.Other towns should follow. .
our student and teachers make some effort to contribute in clean india mission
We see a lot of people who are physically fit but still begging. There are reasons for this-
1. Begging mafia forcing them
2. Drugs make them unemployable
3. They can work but due to some reason, employers do not trust them (perhaps criminal background)
4. Lack of skills - We can start some programs for all those who wish to leave begging and earn with dignity. This can be one part of the skill development plan that you spoke about a few days ago. (from unskilled to skilled labor)
Dear Sir, Off late, I have noticed e-Rickshaws dropping kids/old/handicapped(beggars) every morning on every red light on outer ring road in Delhi. I am sure the SHOs and Mr.Bassi would be having enough reasons for this "Nishulk Bhikshuk Baahri Mudrika Sewa" being run by the begging mafia. Not to mention that traffic cops are present on all these signals. This is where our kids go after being kidnapped. This is alarming. Hope something will be done soon.
Jai Hind.
