Beggars can be rehabilitated provide first their identity should be established whether they belong to India if not than they must be repatriated to their country. If they belong to India than state & original home must be identified and their rehabilitation must be done at their home town/village under MANREGA or other social programmes of the Govt. If after rehabilitation they come again for begging than they must be dealt with iron hand & can be booked under relevant act.

Beggary is a blot but we need to distinguish between old beggars and young ones who can work. Adequate old age homes with good facility and concerned effort through NGOs may reduce the old age beggary. For the young ones who are fit to work law has to be tough and they need to be forced into employment may be through a rehab center

Literacy is most important constraint. A well educated person will find his way on his own. One of the biggest headache in travelling India is "handling with hijra or trangender in trains or traffic signals". Controlling their activity is biggest task

1. Strict actions against children who left their parents in oldage
2. Reschedule scheme of BPL under survey
3. Free education and zero admission fees for beggar children and provide mid day meal.
4. Provide free forms and zero fee for legalization of beggars under bpl after approval by district collector.
5. Provide house and jobs suited them most.
That's it! Ground level execution is necessary under supervision of an IAS officials

schemes as they have quotas/reservations. But problem is that after getting job their financial condition improved but still their coming generations are also enjoying the same benefits whereas lots of poor people from general caste don’t get any adequate amount of support from government because of vote bank politics.
So my humble request to PM Modi , please take this matter seriously and remove those reservations.

enjoying BPL category) so that Government can get the actual poor list.
If somebody in the family get the job and he belongs to the POOR category then he should be removed from the POOR category in the coming survey. So that next generation of that person will not enjoy being in that category.
So if you can implement this thing then I guess there will be no poor people in our country within 5 years.
Why I am saying this, suppose 1 person belong to SC/ST, they get all the benefits from government
