The current provision of Telecommunication Tariff (46th Amendment) Order, 2008 mandates the Telecom service providers to provide hard copy of bill to its post paid subscribers of mobile and landline service free of cost. However, if any customer opts for receipt of the bill through e-mail, instead of hard copy, the service provider can supply the same after obtaining explicit consent from the subscribers.

TRAI has received representations from the Telecom Service Providers and their associations, MPs and MLAs to review extant provisions of sending printed bills to post paid users of mobile and landline services amid changing mobile usage relating to cutting of trees for paper used in printing phone bills.

However, since consumers form an important segment of stakeholders on this issue, it has therefore, been decided by the Authority to hold a public consultation to have views of all the stakeholders, in the matter so that a holistic approach could be adopted to address this important issue. For TRAI, consumer’s interest remain an issue of prime importance and remains committed to safeguard their interest.

A copy of consultation paper is attached herewith for your kind perusal with a request to offer your valuable feedback on the issue.

Problems:-
* kuch logo ko hard copy chahiye
*kuch logo ko email chahiye
* agar ek hi baar form bharte time pucho to bhi requirement's baar baar badalti Rehti h
* paper bachana Ke baare me bhi sochna h
* facilities bhi Deni h

Solution :-
* Har bill generate hone Par customer Ke pass ek call aani chahiye
' your bill for the month of.... Is generated so if you want to get it on your email ID press 1, for hard copy press 2'
Agar client phone na uthaye to email ID Par bheje

Local post offices should provide services for bill amounts and payment for rural areas, and low income areas. Other than that there is no need for telecom or electricity bills. Another thing that is an obstacle is that banks and government offices demand a hard copy of telephone or electric bills as proof of residence. If this is not addressed then it will be an obstacle.

There is no need to send free printed bill to the post paid user.Companies should send only the amount via sms and detail bill via email.If customer wanted the printed bill, they should charge it depend upon pages.In this way , definitely the no. of customer will reduced who demand printed bill.This should enforce by TRAI to companies for less use of paper.

Saving trees is top priority, but TRAI needs to be discussing about billing issues. A registered webpage for every customer who pays nominal fee to TRAI for his postpaid bill should be maintained. The company is charging the customer without service, the customer service of the company should disclose information about data and talktime usage of the customer on the webpage. Any dispute should be settled by TRAI without disrupting services of customer. Dishonest customers can be avoided.

all bill available on website which is free to acees ,send msg to bill receiver.one more thing we can do send amount to bill receiver,and concerned govt person go to users home and collect money via online,cards swap or cash if they dout he shows bill also give some discount on bill if payment on hand to hand.or started smart meter recharge meter and use electricity like mobile

India is progressively switching to digital world.hence,sending of printed bills should be aborted to take a little step to save environment as well as to support #digital_india
Substitute of hard copy is available as soft copy why should they choose it?

printed bill is not a necessity any more. It can always be printed from email file of e bill.

1. TSP can give options to the users to opt e-service at the time of registration.
2. For existing users easy ways(like sending a sms or making a call to any tollfree number) to switch into e-bils will help.
3. Users should have given 1-3 month option to receive e-bills along with printed bill. At least some will switch to ebills.
4. Helpline no can also be started for get bill details via sms.
5. A specific web portal will help too
User will visit it, insert his details like, get ebill.
