TRAI, in March 2017, notified the ‘New Regulatory Framework’ for Broadcasting and Cable services. The new framework came into effect from 29th December 2018. TRAI’s new regulations/orders for the television and broadcasting sector gave freedom to consumers to select television channels they want to watch. Analysis reveals that while new regulatory framework has brought the transparency in TV channel pricing, harmonised business processes in the sector, reduced disputes among stakeholders. However, adequate choice to select TV channels has not been given to the consumers.

In all fairness, a lot much was expected from the broadcasters and the DPOs to use flexibility given under new regulatory framework to address the concerns and aspirations of the consumers. However, given flexibility was misused to throttle market discovery of TV channel prices by giving huge discounts on the bouquets. It has been observed from the tariff declared by the broadcasters under new regulatory framework that broadcasters are offering bouquets at a discount of upto 70% of the sum of a-la-carte rates of pay channels constituting those bouquets. It indicates that in absence of any restriction on the discount on the offering of bouquets, broadcasters are making prices of a-la-carte channels illusory thereby impacting the a-la-carte choice of channels by consumers.

Further, no restriction on number of channels has created another problem wherein broadcasters and DPOs are offering too many bouquets. TRAI has observed that too many bouquets are formed by the broadcasters/Distributors and many of them contain very similar set of channels, with very few changes. This too many bouquets are not only creating confusion among consumers but also becoming a hurdle in choosing the channels by consumers. With too many bouquets of broadcasters and DPOs, the consumers get confused and as a result forced to adopt some suggested packs of TV channels which kills the freedom given to consumers to choose desired TV channels.

TRAI had extensive interactions with the stakeholders including consumers and consumer organizations, at various forums, wherein stakeholders have also raised certain issues such as variable NCF for different regions, NCF for Multi TV home, discount on long term plan, DD channels as part of one hundred channels etc.

In order to deliberate upon above issues that have come post implementation of the new regime, this consultation paper has been floated seeking stakeholders’ views. This paper primarily discusses issues related to discount given in the formation of the bouquet, ceiling price of channels for inclusion in bouquet, need for formation of bouquet by Broadcasters and DPOs, Variable NCF and discount on long term plan. These issues are significant in terms of consumer welfare and considered it appropriate to obtain the views of the stakeholders.

Written comments on the Consultation Paper are invited from the stakeholders. Counter comments, if any, may be submitted by 30th September 2019.

simple steps to follow.
1.online recharge.
2.All operators should disclose their licence number in bill.
3.All rules and regulations should be given in their regional language.so that we can avoid curroption.
4.Need toll free number if the operator did not inform their licence number or refuse to provide.an action should be taken.
hope these type of inicitatives will fetch a good improvement.
5. chanel selection should provide to customers in an easy manner.

According To Me each user should be provided with a id and password

the ID Can Be related to user's Card No.

So portral should be made so that people will not be dependent on calling TATA SKY or Their Local Cable Operaters Insted they would do it themeselves

1. The move to liberalize to select individual channels is most welcome move.
2. However, at ground level cable operators failed (unwillingly or willingly) to provide the mechanism (either website or mobile app) to select the channels.
3. That forced customers to buy buquet, these cable operators provide; which in effect made the overall cost higher and defeated the purpose of selecting individual channels.
4. TRAI must provide mechanism or platform for complaints to check cable operators.

The present system of tarrifs of DTH are too cumbersome to understand even for literate ppl. All free to air channels must be compulsorily provided with base pack and thereafter, it should be Alacarte. No bouquet etc. Different pricing for single channel and bouquet should be banned. Right now, whatever way you choose, you end up paying too high prices (800 to 1000+ pm).

Sir, I request you to please discontinue grouping of channels, so that we can get a free choice and not forced to take a whole lot of channels by the providers. Also rates should be fixed well in advance and displayed on all channels by Govt.

नए नियम लागू होबे के बाद से केबल tv का monthly बिल दोगुना हो गया है, जिससे काफी असुविधा हो रही है।

आदरणीय महोदय/महोदया,
प्रणाम,
नये बने केबल और डिश सर्विस कानून के अन्तर्गत प्रति माह का खर्च अब बढ़ गया है यह पहले से लगभग 100 से 150 रुपया अधिक जाता है। समाज में सभी वर्गो को ध्यान में रखते हुए एक उपाय किया जा सकता है कि जो फिक्स किराया है वो अगर सम्भव हो 100 रुपये तक लाया जाए तथा अतिरिक्त चैनल चुनने पर कोई अतिरिक्त फिक्स चार्ज ना बढ़े उस समय केवल बढ़े चैनल का ही भुगतान किया जाए।
मेरे सुझाव पर विचार कीजियेगा इससे प्रति माह खर्च में कमी आयेगी और ग्राहक अधिक चैनल देख पायेंगे।

Trai should ask to telecom operator to initiate the process of separating the voice and data services. For cable operator they have to try to implement mimimum charges on all programs of discovery channel.

There should be some relief in charges for personal usage.These are very high at present. May be there should be different charges for personal and commercial users like hotels restaurants. They can subsidise the rate for personal users. NCF charges are high.
