India is among 51 countries to sign the “Rome Declaration” on “Achieving Self-sufficiency in Safe Blood and blood products based voluntary non-remunerated donation”. Blood is an intrinsic requirement for health care and proper functioning of the health system. National AIDS Control Organization under Department of Health and Family Welfare has been primarily responsible for ensuring provision of safe blood for the country since 1992. National Blood Policy 2003 reiterates firmly the government’s commitment to provide safe and adequate quantity of blood, blood components and blood products.

However, in India, a needy patient or his relatives have to run from pillar to post in search of blood and the onus of procurement of blood still lies with the patient and not with the service provider.

Suggestions are invited on how to develop a nationally coordinated and well networked blood transfusion service in the country and reach 100% voluntary blood donation to enable us to meet the global goal of self sufficiency in blood and blood products.

Blood donation should be made cumpolsuory for healthy individuals between 18to40 years. Blood collection centers should be constructed with the help of local authorities. Blood banks should be regulated where exorbitant charges are taken from unaware and uneducated patients relatives.

Creating a database of blood groups from all villages which should be linked to Adhar where it should include donors from each gram panchayat and for this at the ground level importance of donating blood should be realized by campaigns involving private and govt hospitals, clubs, associations, and youth. If allowed the college students can be requested to donate blood. But if it avails free of cost it should be regulated strictly otherwise it may smuggled out of country.

We can think of a Mobile app for say registering with your Blood group and basic details as a member. It would be working on the same lines as the online cab apps whereby nearest cab is available to us after getting the position details. For self's requirement in injury we can have a distress button for the same, when pressed the app finds all eligible donors and the nearest ones. It will save the donor's history so as to check whether he is fit to donate blood and gives approval accordingly.

Sir, the ideal age group will be the young adults, but this is also the group that indulges in alcohol, recreational drugs, unhealthy living habits, thereby decreasing the possibility of donating. Hence, the group to be targeted will be those in high school & early college who can be suitably educated, given support towards being regular donors. Public health officials should visit schools, have online assistance programs. Central & region specific directories of blood & marrow donors is needed.

Sir, to save a life is the greatest act of goodness. With increasing accidents, surgeries & blood disorders due to infections, congenital dyscrasias, malignancies and anemia, the need for blood, blood products & marrow donors is increasing. Simultaneously healthy donors are decreasing. We need to increase the awareness of the goodness of timely blood donation, dispel the "myths & dangers of blood donation", educate on requirements of a healthy donor and create dedicated directories of donors.

1.A strong blood donors databank be prepared 2. In every Id card be it PAN, voter Id, ration card, BPL card etc mention of blood group be made compulsory.3 Various self help groups be motivated for blood donation. 4 Let it be mandatory for all healthy public servants to donate blood once in a year to a nearest government hospital.
