Teachers are the cornerstone of any educational system. Developing the teaching talent and incentivizing best teachers, retaining good teachers are all significant to improving the quality of teaching. Views are elicited so that our higher education institutions can nurture good faculty who in turn can propel higher standards in our students.

Teacher is a BRAHMA.Talents need to be recognised by using appropriate and transperent selection process.Regular updating knowledge is necessary for every teacher.Teacher inventory is used for identifying best teachers.Regular teaching for primary to university should be the criteria for the best teacher.Till today, IUC-K is not made operational because of unknown reasons. Creation of best teachers should be the aim of any government. NCTE Vice Chairman has not been fiiled so far.

The teachers play the most important role in education. The process of selection of teachers is up to the standard and with incentives for those who pursue M. Phil. or Ph. D.is also available. We should arrange micro projects with student groups under the guidance of the teachers will benefit the course. A journal is to be introduced for thei publication and the teachers as well as students should be rewarded for the articles they publish.

Regarding development of teachers: 1. Apart from study leave, one should be able to go abroad on 'skill improvement' leave. Wherein teacher can be placed in foreign system and learn their ways. 2. Any teacher shall be allowed to move from one university to other for some years for skill improvement 3. Mere refresher courses (sake of attending for API) aren't solving purpose. It is waste of time & Money! 4. Exchange and training shall be done between University Research Inst.Industry.

Regarding promotion: 1. Solely, the UPSC like exam must be the criteria for promotion for higher education teachers. (this will force them to stay updated with every corners of subject irrespective of their comfort zone & Research interest) 2. No staff should be permanent. Every 5/10 years, teacher has to qualify the basic entrance test to remain in the system. (This will force recruited ones to stay active irrespective of their like) 3. Fair feedback from students may be considered.

Regarding API: 1. The best researcher may not be a good teacher and vice versa. We need best teachers at least for undergrad studies. API format shall be different here. 2. Who counts how many students guided by a teacher are at good places? 'Will my API improve if i 'waste' my time in guiding students for their future?' Then why one should do it? Due to this very reason, teachers have left teaching and entered in research which earns API for them! 3. API will show its effect after 10 years..

Regarding recruitment: 1. 100% selection through NET (PhD holder with one publication and a course work acc. to 2009 regulation doesn't qualify a test like NET, should not be considered) NET should be 'must criteria for all. 2. "No interviews", which give chances of bribe to Committee members 3. Any recruitment, be it college or university; it should be posted on a "National Recruitment portal" (which can be made by govt. for aided institution) 4. API & Publication are insufficient & rubbish

Eliminate human element involvement in recruitment process. recruitment process must be like a NET OR SET EXAM HAVING CUT OFF MARKS. Otherwise, your policy fails as it recruits the candidates who has money to bribe, but not subject to teach, and moral ethics to motivate the student community. I Really appreciate, your initiative to have a discussion forum, at least for us to share our problems. We hope to see a more transparent recruitment process in your policy.

Earlier in ANDHRA PRADES there was a huge bribery in selection of teachers at primary level. BUT Govt has opted for cutoff marks, a more transparent method, to recruit teachers which is giving good results. Now atleast, we think that we can get the job if we work hard. Earlier, we were thinking that a teacher job cost us 5 lakhs. Now do you know how much is the cost of Asst. Prof. job in state universities? It is 15 - 25 lakhs. Address this issue by opting for written test that has cutoff marks.

No. of research publications should be a criteria to assess the skills of the candidate after joining the job but not to recruit as this also gives a chance to recruit incompetent people. What is the use of 100 articles published in international and national journals, if he can not qualify in a competitive exam (having cut off marks)?

your mission to design a new education policy is mere a waste exercise if you do not devise the transparent rules to recruit the professors as in the current policy only the candidate who can bribe can get the job. personal interview in recruitment process has become a technique to reject the worthy candidates & recruit the candidates whom the officials want. Conduct a written test and set cut off marks to recruit the professors in universities. If not, incompetent professors spoil your vision.
