can we dream a bribe free india?

in Moodbidri of karnataka state, every government office giving very hard service. we have to pay bribe for each and every work. in muncipality office to pay the house tax, the bill writer need 20 rs bribe to pay the tax, all the work we have to do with bribe only from clerk to head of the office. each and every person have this experience in their life. but keeping quiet. that is the only thing we can do. i am experiencing it in my place so what about all karnataka and india?

applying for election id online is easy, and fast and trouble free. but my experience is totally defferent. i applied it on 05-06-2014. my application number is 804979. after repeated enquiry on web sight 6 month back one officer came to my home to verification. then the status adition approved. now last 2 month i can see the details online and my id number is xsx6743066, but i did not recieved it so far. and i made lot of enquiry but no use. i enquired with villege officer at my place....contd

My concern is related to DTH services provided by private companies. Free channels like DD1, DD News and other Doordarshan channels are actually not free. If one do not subscribe or do not recharge the the channel package, he is even deprived of the free channels like Doordarshan. A 'below middle class person', might not always have the money, but he has right to be linked to services like Doordarshan and DD News. I sincerely hope if this issue can be solved.

Create a universal identity. Merge all PANs, Aadhar and Ration Cards. The reason behind my theory is that when a universal identity number is issued to every Indian, it would reduce the workload of several departments. For example - when a citizen goes to buy a car or maybe a Mobile SIM, the sellers ask for their PAN, their bank info etc. If we could just tell them a universal number say the Aadhar Code and the seller could pull the information from a online server, it would really help.
