I am very optimist about your plan of Digital India. However 8-9 months have passed, being a businessman, we still face lot of paper work and formalities which can be minimized by making the operation Digital. Corruption can also be reduced. But if Corruption is reduced, the loss will be to the Government officials. Hence they seem least interested in implementing your plans. Take an exaple of VAT department, in Haryana, it is not digitalised yet. It is full of corruption,
Real estate is one of the key pillar of India's growth story. It is also one of the areas which has the least penetration of IT.Just as the stock market has the concept of dematerialization, we can have a demat account for real-estate as well. We can have a central depository which stores all the documents related to an asset in e-format (including scanned copies using a document management system) and whenever there is a transaction, the ownership can be changed from one person to another.
Net neutrality is important. I request the Govt. to work to ensure net neutrality. Please do not let TRAI to regulate the OTT services over mobile internet. Digital Locker kind of concept can be further enhanced where the creator of certificate loads the data to the Portal rather than the owner. That way no forging can happen. The certificate will get a password printed on it for any person to verify with that password for that document. e.g. mark sheets can be uploaded by CBSE and anybody can verify that mark sheet. But this will be more easily feasible when the service itself is fully digitised including the data entry by the applicant.

Digilocker is a great idea. Taking a step further, if you make a system such that every university or Passport office or any other office which issue a certificate will themselves upload the certificates into the digilocker of the people, it will be a great idea. If they do not have a Digilocker, then the office will create it for them. This will increase the genuity of the certificates too.
