The desirability of holding simultaneous elections for the Lok Sabha and Vidhan Sabhas has been discussed at various levels. A considered view is that simultaneous elections will not only keep alive the enthusiasm of voters, but will also result in huge savings to the public exchequer as well as avoiding repetition of administrative effort. It is also expected to control the expenses of political parties. Simultaneous elections will also avoid repeated enforcement of the Model Code of Conduct which affects administrative actions by the government.

President of India, His Excellency Shri Pranab Mukherjee has also expressed his views on the desirability of holding simultaneous elections. Speaking at a recent function, The President said that “With some election or the other throughout the year, normal activities of the government come to a standstill because of code of conduct. This is an idea the political leadership should think of. If political parties collectively think, we can change it.... The Election Commission can also put in their idea and efforts on holding the polls together and that will be highly beneficial”

Hon'ble Prime Minister Shri Narendra Modi has spoken several times on considering the feasibility of holding simultaneous Lok Sabha and state assembly elections. In two recent TV discussions, the Prime Minister reiterated this idea and invited a national debate on the issue.

Debate on the Issue - A Brief History

In India, simultaneous elections to the Lok Sabha (House of The People) and Vidhan Sabhas (State Legislative Assemblies) were organized in the years 1951-52, 1957, 1962 and 1967. Thereafter, however, the schedule could not be maintained and the elections to the Lok Sabha and the Vidhan Sabhas have still not been realigned.

The next General Election to the Lok Sabha is scheduled for 2019. Elections for the Vidhan Sabhas of 5 States are scheduled for 2017, for 13 States in 2018, for 9 States in 2019, for 1 State 2020 and the remaining are scheduled for 2021.

The issue of simultaneous elections was debated by the Law Commission in its 107thReport in 1999 (Reform of Electoral Laws) , where in it was mentioned that – “The rule ought to be one election once in five years for Lok Sabha and all Legislative Assemblies” ( Para 7.2.1.1 of the Report). Recently, Parliamentary Standing Committee on Personnel, Public Grievances, Law and Justice presented its 79th Report on ‘Feasibility of holding Simultaneous Elections to the House of People (Lok Sabha) and State Legislative Assemblies’ on 17th December 2015.

Several structural changes will need to be done in case a decision is made to conduct simultaneous election, including possibility of Constitutional amendments to Articles 83, 172, 85 and 174 to streamline the process.

PM sir,
अभी तक आपकी जितनी भी योजनायें आईं हैं उनके बारे में अधिकांश को पता ही नहीं है ,लोगों को ये भी पता नहीं है कि उनका भविष्य क्या है ? बेरोज़गारी बढ़ रही है लेकिन आपकी पालिसी अमीरों को और अमीर बना रही है .....दुकाने बंद हो रही हैं लेकिन e commerce का बाज़ार बढ़ रहा है लाखों लोगों की रोटी केवल कुछ परिवारों में बंट रही है , जिनके पास पूँजी है वो छोटों को खा जा रहे हैं ....क्या करें हम ? अपनी दूकान बंद करें ? और जाकर big bazaar , flipcart ,snapdeal ,amazon में डिलीवरी बॉय की नौकरी करें ?

I am agree with the idea. It saves lots of time and efforts. As our teachers/lecturers are on duty of for each different election. So their time and effort requires much more. If both election are simultaneous time and efforts are reduced.
Even from public point of view, they have to go only once for voting.So their time are also saved.
So many people in India are not going for voting due to different elections.They either go to Loksabha election or goto Vidhan Sabha election.

For holding simultaneous election, i will go a step further that this present charges/counter charges on surgical strikes would not have happened if there were no elections in 5 states in coming months.For short term political gains, howsoever sensitive the case may be as that of national unity against pakistan,some consider bashing PM Modi as means of winning votes from a certain community. Had there been no elections in near future,reaction of opposition parties would have been very different

The suggestion is good but as far as the security force is concerned they will be more burdened with tension and I feel it is not practical.

Today we need to change our election procedure . Because full year our political party was busy in different different state its also every politician need to doing these things if we do simultaneous election then our leader can focus 4 year easily so I think all party support it.

Completely Agree with the idea. this will lead us to save time and huge cost of the government machinery, But it should require Great awareness campaign to Educate people for it

Its my opinion that simultaneous elections is the need of the hour. It will help the government to come out of election / campaign mindset and will enable taking of decisions and initiative which cant be taken due to populist consideration when election is around. currently, election is happening in one or the other state resulting in populist measures becoming highlight of election rather than development agenda. Saving of costs etc will be added advantages..

If Elections contribute to Black Money the number of Elections should be limited to 1 in years. This will take away lot of expenditure on Media and promotions . It will let the governments do their job.
