The desirability of holding simultaneous elections for the Lok Sabha and Vidhan Sabhas has been discussed at various levels. A considered view is that simultaneous elections will not only keep alive the enthusiasm of voters, but will also result in huge savings to the public exchequer as well as avoiding repetition of administrative effort. It is also expected to control the expenses of political parties. Simultaneous elections will also avoid repeated enforcement of the Model Code of Conduct which affects administrative actions by the government. President of India, His Excellency Shri Pranab Mukherjee has also expressed his views on the desirability of holding simultaneous elections. Speaking at a recent function, The President said that “With some election or the other throughout the year, normal activities of the government come to a standstill because of code of conduct. This is an idea the political leadership should think of. If political parties collectively think, we can change it.... The Election Commission can also put in their idea and efforts on holding the polls together and that will be highly beneficial” Hon'ble Prime Minister Shri Narendra Modi has spoken several times on considering the feasibility of holding simultaneous Lok Sabha and state assembly elections. In two recent TV discussions, the Prime Minister reiterated this idea and invited a national debate on the issue. Debate on the Issue - A Brief History In India, simultaneous elections to the Lok Sabha (House of The People) and Vidhan Sabhas (State Legislative Assemblies) were organized in the years 1951-52, 1957, 1962 and 1967. Thereafter, however, the schedule could not be maintained and the elections to the Lok Sabha and the Vidhan Sabhas have still not been realigned. The next General Election to the Lok Sabha is scheduled for 2019. Elections for the Vidhan Sabhas of 5 States are scheduled for 2017, for 13 States in 2018, for 9 States in 2019, for 1 State 2020 and the remaining are scheduled for 2021. The issue of simultaneous elections was debated by the Law Commission in its 107thReport in 1999 (Reform of Electoral Laws) , where in it was mentioned that – “The rule ought to be one election once in five years for Lok Sabha and all Legislative Assemblies” ( Para 7.2.1.1 of the Report). Recently, Parliamentary Standing Committee on Personnel, Public Grievances, Law and Justice presented its 79th Report on ‘Feasibility of holding Simultaneous Elections to the House of People (Lok Sabha) and State Legislative Assemblies’ on 17th December 2015. Several structural changes will need to be done in case a decision is made to conduct simultaneous election, including possibility of Constitutional amendments to Articles 83, 172, 85 and 174 to streamline the process. Should the term of Lok Sabha and assemblies be fixed? 4. What would happen in case by-elections are necessitated in between terms? 5. What happens in case the ruling party or coalition loses majority in between term, either in Lok Sabha or in State assemblies? YES its a good Idea to hold all the elections simultaneously. Please also ensure that no leader could speak about RELIGION, CASTE and FREE BENEFTIS. It creates division and loss of public money. A copy of signed affidavit must be given to voter mentioning all POLL PROMISES. Elections must be cancelled if more than 50% voter opt for NOTA. Only electronic, Electrical & PERSONAL medium of publicity should allowed it promotes SWACCH BHARAT.

में माननीय प्रधानमंत्री से पूछना चाहता हूँ कि सरकार व् उच्च अधिकारी गलत नीतिया क्यों बनाते है व् सरकार इन पर विचार क्यों नहीं करती. नरेगा चला कर फालतू रूपए क्यों खर्च करती है. ऐसी योजना बनावे जिससे सभी को फायदा भी हो व् देश का विकास भी हो जिससे मंहगाई भी नहीं बढे आम लोगो को सस्ती सुविधा मिले. जेसे कि किसानो को खेत तक पानी ले जाने व सिचाई हेतु पाइपलाइन डाली जावे जिससे पानी की बर्बादी पर रोक लग सके व् चारागाह भूमि पर अतिक्रमण नहीं इस के लिए चारागाह भूमि पर पत्थर गढ़ी करवानी व सख्त कानून बनाना

I welcome the suggestion to hold simultaneous elections to the State Legislatures and the Parliament. And one more important change should also be made in the People representation Act.i.e. when the seat of the elected member falls vacant, due to resignation, removal or death of the elected member, no bye-election should be held; instead the party of the elected member shall be asked to nominate another candidate to serve the seat for the rest of the period. There is no doubt that simultaneous elections will be a great boon to the country and our economy. Today nation is caught in a web of elections every year . In the name of elections the whole issue of development is stalled and communalisation creeps up. Flow of illegal money creeps up. The code of conduct stalls govts works. So conducting all national and state elections at one time is a great idea.Though our selfish leaders will be against it, I think govt should go with the public for nation

Also, we can think of SMS voting, with SMS voting from registered mobile devices happening from the day of declaration of voting date to 1 week prior to actual voting day. In the case actual vote is not cast, SMS vote becomes the default. If actual vote cast, SMS vote is overridden by choice made in ballot box. The record of SMS vote for all, who cast ballot will be deleted after voting day.

Let us do it this way. Line up all Municipal to Central Govt. elections falling within range of 2 years at midpoint of 1.5 years. So, we will have 1 election in 2 years. Postpone 5 years to 6.5 years of a incumbent govt. or to 4.5 years. This way losses to political parties are minimized, and gains maximized. Declare 2017 as election free year, and club everything in 2018 April. Similarly, hold no elections in 2019, but have it end of 2020 after Diwali. This will give breathing time to parties.
