The desirability of holding simultaneous elections for the Lok Sabha and Vidhan Sabhas has been discussed at various levels. A considered view is that simultaneous elections will not only keep alive the enthusiasm of voters, but will also result in huge savings to the public exchequer as well as avoiding repetition of administrative effort. It is also expected to control the expenses of political parties. Simultaneous elections will also avoid repeated enforcement of the Model Code of Conduct which affects administrative actions by the government.

President of India, His Excellency Shri Pranab Mukherjee has also expressed his views on the desirability of holding simultaneous elections. Speaking at a recent function, The President said that “With some election or the other throughout the year, normal activities of the government come to a standstill because of code of conduct. This is an idea the political leadership should think of. If political parties collectively think, we can change it.... The Election Commission can also put in their idea and efforts on holding the polls together and that will be highly beneficial”

Hon'ble Prime Minister Shri Narendra Modi has spoken several times on considering the feasibility of holding simultaneous Lok Sabha and state assembly elections. In two recent TV discussions, the Prime Minister reiterated this idea and invited a national debate on the issue.

Debate on the Issue - A Brief History

In India, simultaneous elections to the Lok Sabha (House of The People) and Vidhan Sabhas (State Legislative Assemblies) were organized in the years 1951-52, 1957, 1962 and 1967. Thereafter, however, the schedule could not be maintained and the elections to the Lok Sabha and the Vidhan Sabhas have still not been realigned.

The next General Election to the Lok Sabha is scheduled for 2019. Elections for the Vidhan Sabhas of 5 States are scheduled for 2017, for 13 States in 2018, for 9 States in 2019, for 1 State 2020 and the remaining are scheduled for 2021.

The issue of simultaneous elections was debated by the Law Commission in its 107thReport in 1999 (Reform of Electoral Laws) , where in it was mentioned that – “The rule ought to be one election once in five years for Lok Sabha and all Legislative Assemblies” ( Para 7.2.1.1 of the Report). Recently, Parliamentary Standing Committee on Personnel, Public Grievances, Law and Justice presented its 79th Report on ‘Feasibility of holding Simultaneous Elections to the House of People (Lok Sabha) and State Legislative Assemblies’ on 17th December 2015.

Several structural changes will need to be done in case a decision is made to conduct simultaneous election, including possibility of Constitutional amendments to Articles 83, 172, 85 and 174 to streamline the process.

Yes, I support that elections for state and central to take place simultaneous. It saves lot of manhours and money. This will increase the political stability of our country. Managing the show is most important and that needs to be taken care

First of all Happy Birth day to our great PM. Now on topic . Ye kya kar rahe hain ham???? U.P. Election are very near. 5 saal beet gaye Samazwaadi party ke shashan ko. No any work in U.P. Specially in Eastern U.P. , Saare news paper lag gaye hain galat advertisement me, people are being misguided. Abhi tak kaha . Ye election aaate hi kya ho gaya. kAAm kahi dikh hi nahi raha hai lekin satta paksh kah raha hai hamne bahot kaam kar diye. Aisa kya ho gaya hai U.P me? Bahot rojgaar de diye,kisko?

Simultaneous polls for the Lok sabha are advisable even if the house is dissolved owing to any reason. Elcetions for the Assemblies should not be clubbed with Lok sabha process. However, the Gneral elections for any State Assembly shall be conducted simultaneously to get the same benefits as for Lok sabha.

sirf lokshabha our rajjya shabha hinahi balki bharat ke grampanchayat se lekar sansad tak ke election k sath ho jisse sabhi partyi ko 5 year tak kam karne ka muka mile na ki o 5 month ke bad dusra rajya jitna hai to us tareke se work kare hamare desh me neta 5 sal tak election ke mood me hota hai iski election prosisor me change kar ke hi sudhar sakte hai

A welcome step and a long standing demand of our times. But first, we have to get the existing tenures in sync, so that when simultaneous elections are held for the first time, most legislative assemblies have completed at least 3 to 7 years of their respective tenures. So that by 2019 or 2020, all assemblies / parliament, have completed their respective tenures of 3-7 years. Major Constitution Ammendment is needed for this.

Not only elections to Loksabha and states be held simultaneously but also on a FIXED DATE always.,TERM same 5 years.To ensure there is a govt it can be majority vote and need not be 50+ % votes.To make things more authentic for all seats it can be the league with elemination of all except the TOP TWO VOTE GETTERS TO FIGHT AS KNOCKOUT ,SO THAT THE REPRESENTATIVE HAS A 50+ VOTE SHARE ALWAYS. IN COURSE OF A FEW CYCLES AMALGAMATION OF PARTIES WILL TAKE PLACE LEAVING JUST TWO OR THREE PARTIES TO CONT

India need to focus on election system which consumes most of the time and the funds for states are also distributed accordingly.If all elections will be completed within a week, the government will be free to make decisions and will not be vote bounded.It is a good initiative by our PM for requesting election commission to work on such an management system for elections so that public would be more benificial by that system

It is very desirable, but it needs to be preceded by Electoral reforms,such as:
- Only recognised National political parties should stand for Lok sabha elections and recognised State parties, for State elections.
- Make formation of prepoll alliances mandatory, to limit the contestants to 3/4 per constituency.
- Limit the effect of state parties on Central legislation by curbing the Rajya Sabha's role.

REALLY IT IS VERY GOOD IDEA FOR OUR NATION.I KNOW THAT HOW MUCH MONEY IS REQUIRED TO CONDUCT ELECTION.SIMULTANEOUS ELECTION WILL SAVE MONEY FOR OUR NATION.IT WILL ALSO SAVE TIME & VAST ARRANGEMENT BEHIND IT.I HOPE THAT NEXT ELECTION WILL BE SIMULTANEOUS.
