Manual scavengers are largely illiterate and have no exposure or aptitude for doing business or taking up self employment ventures.  This makes their rehabilitation in alternative occupations very challenging.

What are the ways in which the manual scavengers can be gainfully employed in other occupations, so that they do not return to manual scavenging? Participants may share success stories that they may be aware of.

Sir Narendra Modi I Am an alert and responsible citizen of are "Democratic India".I am from Navi Mumbai city. I would first thank you for starting the best abhiyan and that is "Swachh Bharat Abhiyan". Yesterday Early Morning I went for a walk on palm beach road Near Vashi but by telling this I Am feeling sad that the rich and the most litrate person of are country are spoiling our "Bharat Desh" by spitting o the roads and throwing the waste. I would request you take a strict action against them

Sir off-late i have been receiving many blank calls from unknown numbers. There is one which is frequent though. I tried to seek help by calling 100 but i was informed that i will have to go to Station for having police take any action against the person. I request you sir to have some cell opened where girls , specially young girls who face molestation or torture and are not allowed or who aren't comfortable going to a Police Station can lodge a complain. It will help us girls a lot.

Sir , being a non-ST , Ranchi born . I am not sure of my identity now. This gives me a sense of insecurity. We see Maharashtra agitating and same was found in Assam once. Which corner should i consider home is the question. Please suggest whom we can approach for help in a state , where all ministers and officials are STs and our existence , respect and security is at stake . Sir please help me.

Modi Ji i had an argument with an ST today in Ranchi,Jharkhand and the type of response i got in return from her shook me. I was born in Ranchi , when i went to Bangalore for studying i faced people's dislike there. I had a conception that Ranchi is my home but now i see Tribals in here are the bosses . The lady i had an argument with was a road side vendor who is stealing electricity and has occupied the road for selling vegetables. I cant go to police to complain since they will not enact .

PM Modi Ji has all the good intention and started well to begin with. No development is possible in the country with out participation of public.Unfortunately in our country (India) lack of civic sense is prominently visible even amongst educated people. Men urinating in public and indiscriminate disposal of waste in the open is all the more a common site every where. Unless an awareness campaign is launched in a big way to achieve dirt free clean India will be a big challenge!

Proposed Solution - Sewage treatment plant and Bio Gas plants Sewage Treatment Plants - We must provide Sewage treatment plants to all the Local Municipal Corporations on Public Private Partnerships (PPP Model), Maintenance and daily running of plant should be responsibility of private firm while land and governing laws should be from public domain. Sewage charges added to Water Bills should be passed to these plants as income.

Traditional scavenging communities should be barred from doing their traditional work and rehabilitated in a phased manner so that these kinds of job should be open to all other communities in new way and like Sulabh Sauchalaya kind of concept be adopted at mass level with taking help of local community in need who need it. This will create job opportunity too.

The Govts have to go on a war footing to build Community Lavatories in the place of ' Open / manually scavenged ' latrines , entrust these lavatories to families needing rehabilitation for maintenance , issue cards to residents who use them and pay for maintenance on the basis of cards served like in Australia ( health care ) to avoid plunder like in Ramachandrapuram-533255 and so on .

Children of ' manual scavengers ' differently called in various states like ' relli ' in Andhra Pradesh etc , be provided compulsory free education in 'Boarding Institutions " up to Under Graduate / Technician ( diploma ) level totally funded by Govt of India .

Unfortunately , Municipalities like Ramachandrapuram-533255 Andhra Pradesh are calling for Open Tenders to Award 'sweeping etc ' work depriving the 'scavengers' assured rehabilitation . Govt need direct all local bodies to entrust sweeping / conservancy jobs to manual scavengers coops / societies exempting them from EMD requirement and guarantee compulsory extension of job / work ( if otherwise not ineligible for reasons of non fulfillment ) , in accordance with rehabilitation regulations .
