Subsidized-modern-hi-tech parking is an oxymoron

Chandigarh car density is highest in the country with 227 cars per 1000 people, but the parking rates that are one of the lowest in the country (Rs.5 for car and Rs. 2 for scooter/ bike). This in fact lies at the root of the parking violations. The parking licensees don’t make enough money to invest in CCTVs, boom barriers and other hi-tech gadgets among other things. They also resort to unlawful means like overcharging, allowing more vehicles than the capacity, allowing other economic activities in the parking lot etc.

Equitable distribution of road space

There should be an equitable distribution of road space in the city. Currently 90% of the road space is taken by 22% of the population that owns cars. The pedestrians and users of non-motorised vehicles are squeezed out of the road because in the absence of cycling lanes etc, it is not safe for them.

What should we be doing instead?

Higher charges for parking spaces would even limit our trips by car. That would cut emissions, alleviate congestion and, as a side effect and improve land use. If the same land is given to the developers, the government can earn much more than it is currently doing. The higher parking rates can augment the city resources which can then be invested in road safety, building dedicated cycling tracks, developing green areas, developing vehicle free zones like European countries.

Cities like London, Milan, Singapore, and Stockholm have imposed congestion tax and made parking expensive. In Chandigarh, we still believe in cheap parking. But, there is actually no such thing as cheap parking. Somebody is always paying for it. In our case it is the city administration, but at what cost?

• Shouldn’t we invest more in public transport systems?
• Shouldn’t we develop more green spaces?
• Shouldn’t we have more dedicated cycling tracks and pedestrian walkways like Singapore and other western countries?
• Should we be really subsidizing the parking for the rich? National Urban Transport Policy talks about parking as a public service but the moot question is if it should be subsidized by the administration and that too for the people who are more than capable enough to pay for it? These are some of the questions which need more public participation and deeper deliberation.

Parking space is available but the major concern is knowledge of parking of vehicle and parking toll collectors. To improve the parking system following criteria should be adopted -
1. Automatic boom barrier should be installed at each parking entrance. System should be like Elante Parking system where slip is generated at entrance of vehicle and payment is made at booth with 15 min of time to exit from parking
2. Parking is vehicle should be as per the vehicle space marking. If any vehicle is wrongly parked in parking, police should immediately tow the vehicle or put heavy challan
3. Along with driving test, parking of vehicle test during issuing of driving licence should be implemented
4. Separate parking space for VIP vehicle as they are most of the time wrongly parked. Rules should be strictly followed.

public transport or traveling system must be strengthen. less use of personal vehicles.

Off topic, i feel govt. should make compulsory to have a dash board camera for every car, tempo, trucks, auto... This will help in many ways like - to identify who's mistake it was during accident of 2 vehicles or of vehicle & a person... It will also help to settle insurance claims during accidents. If any vehicle doesn't have camera or if camera is not working, then driver should be penalized... Dash board cameras are not so costly and cost of basic camera starts from Rs 1,400

parking (Prk) chrgs. should me made variable... Eg. If near a prk. lot, the capacity is of 100 cars, then as the no. of cars starts increasing in that prk lot, the prk fee should increase. ie for 91 to 100 cars the prk will be high as compared to first 1 to 10 cars of the day... prk ticket (like rly tkt) should be taken from the machine and the ticket should be place on the dash board of the car (like in foreign countries)... Same way road side prk fees should vary... Prk tkt machine needed

1. NEED TO MAKE MORE MULTILEVEL PARKING FACILITIES SPECIALLY AROUND COMMERCIAL AREAS LIKE MADHYA MARG/DAKSHIN MARG/SECT 17 AND 34-35
2. ENFORCE STRICT PARKING RULES
3. ACTIVATE THE EXISTING UNDERGROUND PARKING SPACES IN SECTOR 7/8/9/17

1 Encourage people to use public transport.
2 Make multistory parking and increase parking rates.
3 Make parking's underground.
4 Fine people on breaking laws(not by money but by some other way so that they feel ashamed).

only construction of parking slots is not enough to enhance our parking system. GOV should also strict to their PARKING laws.

The whole parking policy needs a revamp, with relook into the parking rates, parking areas need to classified, night parking can be introduced, contractors should be able to buy insurance against any theft or damage for their respective areas.
