What is wrong with our parking system?

Subsidized-modern-hi-tech parking is an oxymoron

Chandigarh car density is highest in the country with 227 cars per 1000 people, but the parking rates that are one of the lowest in the country (Rs.5 for car and Rs. 2 for scooter/ bike). This in fact lies at the root of the parking violations. The parking licensees don’t make enough money to invest in CCTVs, boom barriers and other hi-tech gadgets among other things. They also resort to unlawful means like overcharging, allowing more vehicles than the capacity, allowing other economic activities in the parking lot etc.

Equitable distribution of road space

There should be an equitable distribution of road space in the city. Currently 90% of the road space is taken by 22% of the population that owns cars. The pedestrians and users of non-motorised vehicles are squeezed out of the road because in the absence of cycling lanes etc, it is not safe for them.

What should we be doing instead?

Higher charges for parking spaces would even limit our trips by car. That would cut emissions, alleviate congestion and, as a side effect and improve land use. If the same land is given to the developers, the government can earn much more than it is currently doing. The higher parking rates can augment the city resources which can then be invested in road safety, building dedicated cycling tracks, developing green areas, developing vehicle free zones like European countries.

Cities like London, Milan, Singapore, and Stockholm have imposed congestion tax and made parking expensive. In Chandigarh, we still believe in cheap parking. But, there is actually no such thing as cheap parking. Somebody is always paying for it. In our case it is the city administration, but at what cost?

• Shouldn’t we invest more in public transport systems?
• Shouldn’t we develop more green spaces?
• Shouldn’t we have more dedicated cycling tracks and pedestrian walkways like Singapore and other western countries?
• Should we be really subsidizing the parking for the rich? National Urban Transport Policy talks about parking as a public service but the moot question is if it should be subsidized by the administration and that too for the people who are more than capable enough to pay for it? These are some of the questions which need more public participation and deeper deliberation.

To develop modern parking systems, we need to increase the parking rates and then enforce the rules with an iron hand. After all its the money which makes the horse run!

I think everybody has seen the ferry wheel. The cars can be put up in each boxes and pulled up. Similarly on requirement, the wheel can be rotated and the desired car can be pulled out. since the ferry wheel acquire very less space, many such wheel can be placed in an open space and it will engage minimum staff strength. Such parking can be created in small space also. This will also reduce the cost of building of multi level parking. the space can be used for other meaningful purpose

For commercial areas, specially sec-17 multi-level car parking regd. Encourage visitors to walk down to the mkt. Deploy e-rickshaws and e-vehicles on fixed routes for commuting visitors free within sec-17. More open space, less air pollution.
- For other areas let the car parking charges be according to size ie for SUVs it should double over a small car. Parking charges should be on hourly basis. Wherever there is open space in close proximity of mkt, like sec-34 parking space can be there.

I divide the problem in two ie parking in residential areas which is if not more but equally of concern like car parking in commercial areas.
In residential areas specially CHB colonies the internal parks areas to be reduced.
- Encourage residents to park cars inside their garages or car shed. Alternatively charge residents for using UT/MC land for car parking and revenue generated should be used for providing security gates and guards for the colony. Smart cards can be issued.

a) We should first encourage people not to use personal vehicle at least once in a week to reduce traffic congestion. It may take some time, but will generate awareness.
b) Separate number plate [colour] for Government vehicle to detect misuse of Govt. money {may also reduce traffic flow},.
c) Low parking fee to encourage to use parking space and high fine if parked on 'No Parking Area' or 'Road side' that creating traffic jam'
d) Multi storied [Govt./Pvt.] may be encourage

In western countries, in the parking areas they have a small standing machine on the road sides where they can take ticket( for 1 hr or 2 hrs or full day) and put it in the car near the window which is easily visible from outside and will be regularly and strictly monitored by that department. And I have seen no one dares to leave the car without taking the ticket as they know the consequences (not bribing the traffic police or any government offices).

Please create more multi storied parking and install automatic stoppers where people take ticket from the machine and pay for the hrs parked while leaving as they do in most of the MALLS now a days. People can't cheat these kind of system which ensures correct money to the government which can be used for improving the facility or roads etc....

Parking system:
1. Its not that people are not giving or not ready to give, the problem lies with the people who collect more but show less accounts.
2. They will usually have vehicles parked in the place full day and collect money & put it in their pocket, they don't show that accounts to their offices.
3. Even if the rate say Rs.5 or Rs.10 for 4 wheeler for 1 hr, they usually collect more like Rs.20 for 1 hr and if we show them the board which say the otherwise, they will say its OLD BOARD.

Now people are more sensible, we should educate them with advertisements showing how was the place 10 years before and now, with more statistical data, more knowledge.
Traffic rules should be followed and adhered by all human beings and I hope nobody considers themselves as GOD ( excuse only for ambulance).
Police should not be bought easily by money....I have heard and seen people drive without helmet, license & insurance & all they say is "no problem, I have 200rs or 500Rs if I get cought".

This is not a problem of chandigarh alone, whole India is facing this problem:

1. Multi storied parking
2. Fine for parking in no parking area - no adjustment/bribe
3. Car-pooling to work
4. Better transportation and safety to school going kids will decrease 50% of the traffic in the peak areas
5. Encourage people to ride more bicycles
6. Park & ride facilities to encourage people to use Public Transportation
