What is wrong with our parking system?

Subsidized-modern-hi-tech parking is an oxymoron

Chandigarh car density is highest in the country with 227 cars per 1000 people, but the parking rates that are one of the lowest in the country (Rs.5 for car and Rs. 2 for scooter/ bike). This in fact lies at the root of the parking violations. The parking licensees don’t make enough money to invest in CCTVs, boom barriers and other hi-tech gadgets among other things. They also resort to unlawful means like overcharging, allowing more vehicles than the capacity, allowing other economic activities in the parking lot etc.

Equitable distribution of road space

There should be an equitable distribution of road space in the city. Currently 90% of the road space is taken by 22% of the population that owns cars. The pedestrians and users of non-motorised vehicles are squeezed out of the road because in the absence of cycling lanes etc, it is not safe for them.

What should we be doing instead?

Higher charges for parking spaces would even limit our trips by car. That would cut emissions, alleviate congestion and, as a side effect and improve land use. If the same land is given to the developers, the government can earn much more than it is currently doing. The higher parking rates can augment the city resources which can then be invested in road safety, building dedicated cycling tracks, developing green areas, developing vehicle free zones like European countries.

Cities like London, Milan, Singapore, and Stockholm have imposed congestion tax and made parking expensive. In Chandigarh, we still believe in cheap parking. But, there is actually no such thing as cheap parking. Somebody is always paying for it. In our case it is the city administration, but at what cost?

• Shouldn’t we invest more in public transport systems?
• Shouldn’t we develop more green spaces?
• Shouldn’t we have more dedicated cycling tracks and pedestrian walkways like Singapore and other western countries?
• Should we be really subsidizing the parking for the rich? National Urban Transport Policy talks about parking as a public service but the moot question is if it should be subsidized by the administration and that too for the people who are more than capable enough to pay for it? These are some of the questions which need more public participation and deeper deliberation.

There are 16 main roads in the city......9 running N/S and 7 running E/W. The total length of any road is usually 7-10 km. max.
10 buses on any road will mean a turnaround time of less than 2 minutes for a 20 min. ride. The buses can be 2 compartmented - one air-conditioned and paid for, and the other free.
A total of 160 buses will carry 16000 people at nay time, and 4 rides per hour will make for some ridiculous high capacity (approx. 64000 persons/hr.) or 6.4 lakhs for 10 hrs.

The main thing wrong with our PARKING SYSTEM is that it is not necessary.........if the offices CHANGE THE WAY THEY WORK...........or do not work!
Every person in the city has to go at least once in a year to some govt. office located in the City center or one of the complexes to get something done. Sometimes even more than once.
BUT THE PROBLEM IS THAT THE CITIZENS ARE FORCED TO KEEP COMING BACK ..............for the same job.
If the offices get EFFICIENT, & ONLINE, then no parking needed.

Or, as in the MCC (Municipal Corpn. Chandigarh), they have employed a software engineer to read the posts and maybe do something...................

Good idea a new India.....duplex triplex one way parking slot or underground parking with motion sensor and face recoginisation camera metadector thermal imaging camera hi tech security if possible we can install for maitainence we can give to a specialized partner.

I have read all the suggestions mentioned below. I want add one more important thing in this discussion. We need to think about first, Single man/woman even children's driving the cars in the city, usually we use to go to office everyday by car. Chandigarh have planned parking space but today the mass of vehicle enter to Chandigarh daily. due to this chd Admn is facing the problem. What does Chandigarh administration do in this. Administration don't have extra space to build new parking sys.

We have to guide to people for proper paring his vehicle on the way & other parking areas.After good parking we will be resolve parking problems.

1) Recruiting the deserving people at the right place in each every department of administration. 2) Application of law and justice within the correct time frame with equality. 3) Accountability to the authorities within appropriate time span. 4) Recognition at the right time at the national level for the truely deserving. All hopes are tied up with the current party in power. "Who does not wish to die in peace?"

Also, the public transport system is the backbone of any metropolitan city. We need to really think on providing world-class public transport to encourage its usage and ONLY then levy heavy taxes for people using personal transport inside the city.

High density of population coupled with high per capita income of the city has led to the parking issues. We shouldn't only rely on the plans laid by Le Corbuiser in his times. His vision for the city is no doubt unparallel in India. Along with preserving his vision we also need to take into account the present situation at our hands. The vehicles have increased many-fold but the space has not and in today's time we need to rigorously plan how we allot space for parking of vehicles#Parkingsystem
