What is wrong with our parking system? ...

What is wrong with our parking system?

Subsidized-modern-hi-tech parking is an oxymoron

Chandigarh car density is highest in the country with 227 cars per 1000 people, but the parking rates that are one of the lowest in the country (Rs.5 for car and Rs. 2 for scooter/ bike). This in fact lies at the root of the parking violations. The parking licensees don’t make enough money to invest in CCTVs, boom barriers and other hi-tech gadgets among other things. They also resort to unlawful means like overcharging, allowing more vehicles than the capacity, allowing other economic activities in the parking lot etc.

Equitable distribution of road space

There should be an equitable distribution of road space in the city. Currently 90% of the road space is taken by 22% of the population that owns cars. The pedestrians and users of non-motorised vehicles are squeezed out of the road because in the absence of cycling lanes etc, it is not safe for them.

What should we be doing instead?

Higher charges for parking spaces would even limit our trips by car. That would cut emissions, alleviate congestion and, as a side effect and improve land use. If the same land is given to the developers, the government can earn much more than it is currently doing. The higher parking rates can augment the city resources which can then be invested in road safety, building dedicated cycling tracks, developing green areas, developing vehicle free zones like European countries.

Cities like London, Milan, Singapore, and Stockholm have imposed congestion tax and made parking expensive. In Chandigarh, we still believe in cheap parking. But, there is actually no such thing as cheap parking. Somebody is always paying for it. In our case it is the city administration, but at what cost?

• Shouldn’t we invest more in public transport systems?
• Shouldn’t we develop more green spaces?
• Shouldn’t we have more dedicated cycling tracks and pedestrian walkways like Singapore and other western countries?
• Should we be really subsidizing the parking for the rich? National Urban Transport Policy talks about parking as a public service but the moot question is if it should be subsidized by the administration and that too for the people who are more than capable enough to pay for it? These are some of the questions which need more public participation and deeper deliberation.

The Sector 17/22 small roundabout at Gurdial Singh Pump must be closed.
Also all similar inter-sections on the road till Industrial Area T Point are closed. Then why is this left open,

The similar closed Sector 24/15, 21/18, 20/19, 20/27, 29/28.

Traffic cops deployed at Sector 17/22 inter-section remain mute spectator to the repeated traffic chaos.

the road cuts between sec.22 and 17, in front of ISBT should be closed permanently as it creats
a lot of chaos and traffic congestion.

parking lots all over in chandigarh are mess and it is herculian task to take out your vehicle because of haphazard parking of vehicles. all parking spaces should be marked and monitored. contractor to be made responsible for proper parking and clear passages for taking out vehicles. It should be enforced strictly.

This is the same case everywhere in india. Why are we trying to reinvent. Lot of countries already have a sophisticated system. Just copy and paste shamelessly. Why can't our govt employees do this much at least. See the most pathetic condition in bangalore of roads and car parks.

ALL roads in Chandigarh should have pedestrian+cycle tracks at the sides. But there should be a solution to prevent scooters/bikes/rickshaws etc from using those and wearing them down. Institutions like banks, schools, colleges, etc. should ban cars and two-wheelers, and instead promote the use of bicycles/shuttle service on campus. There is an ongoing effort to make PU declare its campus "4-wheeler-free". If these solutions are implemented properly, we shouldn't need to increase parking fare.

#Chandigarh, #UT, #ParkingSystem, #MyGov : Any city in India will become smart if it has a) SMART VEHICLES with License plates having RFID chips b) Smart driving license having RFID chips c) SMART ROADS having RFID receivers to monitor traffic. The detailed suggestions for Chandigarh is given as pdf attached. It should be adopted for all over India. ONLINE SURFACE TRANSPORT MANAGEMENT SYSTEM is the only solution.

discovering multilevel parking is good but along with this we should also discourage private vehicles by increasing public transport to avoid traffic congestion and road accident.

Govt should make it mandatory for large employers I.e. Banks, large industrial units, malls, govt institutions to have their own mini buses system to ferry their employees during morning and evening.
This will reduce number of vehicles and will ease out parking woes.
Planning / engineering department should come out of their slumber and for gods sake allow one low height basement as additional floor so that all houses build up their own parking system within the building.

multi level parking system for 4 wheelers be constructed and vehicles entry beyond that building be allowed only for 2 wheelers or not even for them.it must be pedestrian friendly there on.but site for parking system be chosen in such a way that it is nearest to the concerned sector.
