There should be compulsory requirement of providing LED lamps in common area of building consisting of apartments. This should be monitored by local bodies which grant occupation certificate post building is ready for occupations. There should also be compulsory provision for instalment of solar panel by every multi-storied apartment building for the purpose of common lighting and at least 80 % of the power should be used from solar panel.
Additional points not covered in my earlier attachment:
1) Energy consumption for AC, fridge, water heaters, fans, room heaters, and TVs is much higher than lighting. Promote use of energy efficient appliances with 5 star rating.
2) T&D losses are very high in India. Theft of energy is a routine thing in many areas. Strong action to reduce this is required.
3)Fridge manufacturers may be asked to develop food warmer attachment using heat removed from substances in fridge.

focus on ground level work ,Govt is taking initiative but,yojna is not seen on village rural area,no such add is given by Loacal bodies,panchayat,please Focus on ground level and implement with transparency with ZERO Corruption. Thanks

another method of delivery is through CSC or E-disha centers where anyone buy these bulbs easily and people have trust on that person. According to me in many region power houses are too far for some villages if these bulbs or govt policy provides them in their own village or colony. People must show their interest in LED rapidly

Another, way we can do it we can prepare the Group of student. Who can work in their free time Govt. give them a scheme to sale this LED bulb and they will get commission based on it. Using kind of scheme they can earn the money and govt. work also done.
This volunteers and group will also help govt.in other scheme.
We can make a chain or volunteers (we include Many NGO's or Collage students, Any Political party workers)We can use this volunteers to communicate between Public and Govt. About this scheme, as of now people need to go at nearest electricity center and buy the LED bubbles. we can make a chain of volunteers (for villages or city based on area) give them responsibility to distribute it. On weekends they visit the house by house and distribute it based on the electricity bill.
More awareness in villages, cities, about procedure of purchasing / transforming LED bulb payment in local electric bills in installment, and awareness of using more LED lights under ujala scheme.
Awareness is still less .I have seen banks and hospitals using CFLs.there need to be discussion in TV FM and local TV channels and print media. Energy efficiency is energy conservation
