A pilot project can be launched to lease out whole nallah (drain) entering river including its tributaries and its adjoining unused land to the entrepreneurs. The Agency will ensure that no untreated water is allowed to flow in the river by all means. Agency will be free to use the drain water and land on the sides of the drain area to grow flower crops/Jatropha crop. Agency will treat remaining wastewater. All STPs of Municipal Corpn will be run by Agency.Sample advertisemet as under will do:

TOURISM: Health camps (permanent) can be there at countryside where Ganga (or any river) passes. Yoga Centres can be crowd pullers. Health camps, not hospitals/ dispensaries, at places outside city on the banks of Ganga (or any river) can be great attraction. They should be housed in eco-friendly buildings and emphasis should be on openness of area within boundary. Similarly Meditation Centres may also be developed and attract tourists. Onus of maintenace on these centres. Pollute and be fined.
A lot of people in Mumbai or Delhi go to hotesls to taste Litti-Chokha. Why not have similar food joints along river. The food must be from the same state from where the Ganga (or any river) is passing. Thus tourists visiting Patna will be able to savour Litti-Chokha on riverside. We also have floating restaurants. What a fun eating in the middle of the river. Onus of cleanliness and water maintenace be the criteria of giving contract to operators. If they pollute they are out.
TOURISM: Riverside farming is something unique. Sell land along Ganga (or any river) for growing such fruits and plants which otherwise can't be grown elsewhere. Tourists should be taken to these areas and shown these fruits/plants. A feeling of being in a rural ambience with 'desi food in desi style' would attract thousands. Many of us in urban areas have tasted watermelons but do not know how they grow. Shouldn't we exploit this. It will also encourage investments in semi-agro sector.
TOURISM: Tourism along Ganga (or any other river) gets encouraged only when there is water there. I have personally noticed shallow riverbeds at so many places. This calls for massive desilting of rivers. This would ensure greater depth for river and that water will be available aplenty. For desilting result-oriented cntracts shouldbe given and if time-bound work is not completed then cancel contracts. Once a contract is cancelled it can't be renewed for next two years.
TOURISM: Encourage water sports. In some city or the other unstoppable event of water sports like river rafting, rowing, sailing with wind should be organised. Let people come a take part in rowing and hone their skills. This will also prepare players for international events as well. The sport events should be of non-polluting nature.
CLEAN GANGA (RIVERS): Nominal tax-- River Tax (@ Re 1 a day!) should be imposed on the people of the city where Ganga flows. In fact, this should be a practise for every city where a river flows. This will make people realise the value of Ganga/ river and they will understand that river water does not come free. So far rivers are free and people brazenly misuse them.
