With a dramatic growth in elementary education enrolments and improvements in retention and transition rates in recent years, particularly amongst the more disadvantaged groups, there is an increasing pressure on the secondary schools to admit more students. With the enforcement of RTE Act and further improvement in retention and transition rates, demand for secondary schooling will grow rapidly in the coming years. The objective of this discussion group is to assess to what extent we have made quality education available, accessible and affordable to the target population in the age group of 14–18 years. How we can increase access to post elementary education across the country in a manner so as to ensure no child is denied the opportunity of completing his/her school education. In particular, how can we address the geographical and social disparities in secondary education?

Besides opening New Schools and Colleges,Government should also concentrate on maintaining and enhancing the quality of the education which can be done by employing skillfull teachers. There should be a proper common procedure to employ teachers in any schools or colleges. There shld be exams for the teachers and just like an engineering student has option to choose his college, the teacher should also has the option t select his school or college

Government should take initiative to start more Secondary and Higher Secondary Schools especially in rural areas with more concentration on North Indian States. Every 3 kilometer should have Secondary/Senior Secondary School.

Finally, improve the standing of vocational careers. Not everyone needs to go to college. Those bad in academic can excel in other fields. Provide quality training for vocations such as carpentry, masonry, etc. after school is completed. This will also improve the quality of craftsmanship. People will learn to use the proper tools and understand the science behind their work. Better craftsmanship also means better incomes and better quality of life for everyone.

Secondly, provide after school "classes" for students to do their homework, away from the distractions of household chores, and providing the kind of guidance that uneducated parents cannot provide.

Thirdly, end the reservation system in its current form. Once students have been provided with the best education, they should then advance only on merit. Colleges should give scholarships and subsidies to poor but meritorious students.

First of all, the quality of govt. schools has to be vastly improved. In countries like US, Germany, etc. most people go to public schools and get quality education. In India only poor people who have no other option go to public (govt.) schools. Improve their quality so that everyone would want to go - who wouldn't want free education if it is good education? this will also ensure that poor people are not left at a disadvantage academically.

Instead of making the school timing and class's section and rooms as constant one, we could provide flexible hours and constant Maths class room, science class room..respectively. So that with the existing building and school, more number of students would be able to access and study the subjects.
