Roughly 1% of GDP is spent on higher education as against a target of 1.5%. In the recent years, the state share of expenditure on education has declined as compared to an increase in Central expenditure on education. How can we address the financial resource constraints in higher education?

Higher education in Govt and private should be on cost plus basis. However Govt should reimburse say upto 75% exp. to the economically weaker irrespective of cast or religion depending upon their economic health in their bank accounts and provide loan to other students freely which are to be repaid on joining service by employer directly to the banks. To ensure repayment degrees be dematerialized and attached with their addahar number and hyphenation be noted on them.

1. Higher Education in Govt. institutions must be 100 % free... (Such institutes shall be encouraged to maintain quality and impartiality). This improves the belief of people in the fairness of the system 2. Education loans shall be entirely at the discretion of the banks. This will automatically allow loans for courses with scope of employment. Also save the unemployed from the burden of debt 3. By education loan subsidy, government is indirectly financing private institutes

However, student student should be bounded to pay 50% of total amount spent by gov. after he get the job rather, returning all. Government should create more scholarship and opportunities for taking higher education in abroad.

Higher education like PhD and PDF should be financed by government on the basis of financial condition of candidate. In student life student can't afford the cost of education. @ Dr Swapan Banerjee- he seems from "very" old age and immature to comment like "When the son gets a lucrative job and gets married he selfishly neglects his parents". As a student we know our responsibility towards our parents. One can't judge everyone by his own view.

Remove "caste based reservation" from education system as it supports mal-education and is vile for the future of education in India.

Higher education should be self-financing. Govt can only provide basic infrastructure. Banks provide loans to professional courses. When they get job, students can repay their loan. What's more important is to add some compulsory training in skills that are in demand. B.A.,M.A., B.com., M.com students find it hard to get job without experience. So Skill training must be a part and parcel of general education.

Higher education should not be free. It can follow defer payment model. E.g after finding a job on has to pay for their education in installment example provident fund account would not be open if you are not ready to pay for subsidized education if any. OR property would not be registered if one has not paid your deferred fees payment. Make people pay if they have the capacity no free lunch. any exception sought should have name address detail public on website or similar forum.

One of the main problem For job seekers is the fee of appliction form. For applying to college like IITs for M.tech there is application fee for each college and for each subject apply. I'm suppose to admit for m.tech, and left some colleges for its application fee because i can afford that. This application fees become burden to many financially background students as they have to loss lots of money. Govt should waive application fees.
