Roughly 1% of GDP is spent on higher education as against a target of 1.5%. In the recent years, the state share of expenditure on education has declined as compared to an increase in Central expenditure on education. How can we address the financial resource constraints in higher education?

The NPTEL should be diversified to all streams of higher education. The collaborating institutes should be the respective institute of national importance in the concerned stream such as IIT, IIM, NIPER, AIIMS, IIIT etc Then the government should merely set up a wifi zone in every district for 1000s to study the course that they wish free of cost and without compulsion. This would be best option for theory. Regular online test should back these courses and rankings be released for job selection.

For all those students who wish to pursue Higher Education but have constraint of finances, Govt through UPSC could conduct All-India Exam in all the subjects in all Indian Languages. Through this Exam & subsequent personal Interview of selected Candidates, Govt can prepare a shortlist of deserving Candidates. Then Every Company in all the Industries should sponsor atleast 1student's Higher Education Expenses with offer of internship. Comp. having Higher turnover should sponsor more candidates.

Use the method of qualified senior teaching basics of subjects to junior, detailed can be covered by professors, this will reduce shortage of professors as well stipend for senior student will allow to finance their education. Make it higher education by loading all course in audio video format as well recommended books, just like lot of coaching class in distance education mode do.
