The Difficult part here will be neutral and sensitive judges, for the events to held on district level. Just as they do in private shows, any individual or a group of performer can send there videos to The Governing body. For those who do not have a facility to make a video can come to the collectorate(most difficult part). And then chosen Music and Dance Intellects can select the ones eligible to perform at district level. Local TV channels sud broadcast it

We can then have an annual Indian Cultural fest, a Grand Grand event, as Private shows like India's Got Talent. An event that the whole country should wait throughout the year.
We have seen in reality shows that good, folk and Cultural, Dance an Music, Performers get a lot of attention and applaud from the Public.
There will be many more hidden Gems in India.
Giving them Not just national but International fame, will inspire many others
Only a few parts of India are preserving our rich cultural heritage of Folk and Cultural Music and Dances..e.g.Rajasthan(That too due to Foreign Tourists)
If we can conduct a cultural fest of local Arts, Music and Dances in 1 or more District of a state every week...Involving competition and financial rewards...and then winner gets promoted to a state level competition which will be held annually. Apart from rewards top performers get employment from Tourism Department and Industry
Media should have access of national Libraries digitally and must have a program once in a week during prime time to promote Indian Culture by way of documentary and panel discussion on a cultural book, monument or activity.

I am not sure where to post this.... I am aware that Sanskrit is the mother of our Indian Culture. It was proposed as the National Language by Dr.Ambedkar himself. I see that it has become a trend in English medium schools which churn out all the high intellectual society pay little or no effort to encourage Sanskrit and local language. I think government takes proper steps so that at least my kids and next generation have the benefit of Sanskrit and thru it our culture.
Dear ministry of culture, Media is now least bothered and no incentives available to take on matter of national culture. My suggestion would be to start upfront from the offices. Use of public offices to showcase local culture and art through crafts and paintings would bring people closer to heritage. Information regarding heritage site of a particular area should be available in display at the major offices.A sense of ownership will only then evolve.
Odisha Govt had banned tobacco products,but all are active in such business.
Media may publish one state and it's heritage in brief once in a week.

When watching scenes involving cigarette smoking/consumption of alcohol, there surfaces a statutory warning stating that smoking/consumption of alcohol is injurious to health.
But, when a scene depicting gang rape or other prohibited acts are shown, no statutory warning is flashed, though such acts attract punishment/criminal consequences.
I request that such cautions under IPC may be flashed when such scenes are depicted on screen.
