The Manuals on Policies and Procedures for Purchase of Goods, Works and Consultancy were issued by this Department in 2006. These Manuals were prepared in conformity with the General Financial Rules, 2005 and contained broad generic Guidelines. To suit their local/specialized needs, Ministries / Departments were to supplement these manuals by issuing Detailed Operating Instructions; Checklists and customized formats to serve as practical instructions.
    
It has been now decided to revise these Manuals and the copy of the revised Draft Manual for Procurement of Consultancy and Other Services can be read here.

It has been also decided to initiate stakeholders’ consultation on the Draft Manual. In this context, Individuals, Industries Bodies and all other stakeholders are requested to review the provisions of the Draft Manual on Policies and Procedures for Procurement of Consultancy and Other Services and send their suggestions / comments on MyGov. Ministries/Departments are being separately requested to send their suggestions/comments in this regard.

5.Another problem is delay.Though the draft policy has laid down monitoring to find out delay which is an excellent

way, we need mechanism to report delays to the respective ministries.In case of administrative delays they shall take

measures to deal with them on war footing.Firms causing unnecessary delays have to compensate for the same.

Sir Congratulations for bringing up such a comprehensive manual on the procurement of goods and

services.The following are my suggestions in this regard.
1. In the case of single source selection, the violation of norms shall incur a ban on the entity instead monetary

compensation shall be imposed on them.Because a ban imposed on them shall affect the whole bidding process.
2.If a firm has been banned,it can enter the bidding process through re registration only if the reason for which

#finmin Ink marking(as done during election) should be done to people exchanging currency..
To check multiple exchange done by a person in different banks and different time..
Beneficial to both bank and country....

Black money iniative is very good thinking Thank you Sir,One more my advice is :-
1.IF Possible Bank working time possible 24x7 ,
2.Kindly arrange Outsourcing People hire in bank
3.Village area possible Camp.

Government made a lot of investment in creating infrastructure. But there were a lack of Maintenance. I think government should focus more on maintenance. Being a taxpayer, I urge to the Department of Expenditure, Finance Ministry to take a step on this issue.

Sir, A very good initiative to curb black money. There are some loop holes in our system which give provision for same.A lot of unaccounted cash is passed through labors by companies as salaries with black money and these companies are not under EPF bracket so to check on same i suggest to every company to have a EPF registration and file return for every single employee. It would help govt know actual employed person,increase in govt revenue and doesn't provide a scope for blackmoney
