This policy sets out the Government’s approach on the use of “Open APIs” to promote software interoperability for all e-Governance applications & systems and provide access to data & services for promoting participation of citizens and other stakeholders.

You are requested to provide your inputs on the policy and suggest implementation approach across the government.

If there is proper computerization, there is no need of Right to Information Act. If there lack proper computerization, Right to Information Act can't do anything other than creating mental headache for concerned officials. The passing of such an Act is an excellent example that we are in total failure for implementing democracy and information technology in the proper route.

In every village a computer browsing center can be opened up and the same can be utilized to trading in e-commerce, booking tickets online, interacting with the government departments online, online education. In contrary, the person who runs it will earn income by charging commission for facilitating such services to the people who do not know to use computer.

Government need to provide the dedicated space for installing of towers at government infrastructures/area which will be used for providing services as wifi/4G/3G to operators as there there is scarcity of proper area. Such connectivity can be provided by installing equipment at electric poles, areas at government offices, green belt and it can take rent as well from operators thus increasing revenues.

To ease doing business numbers of Act to be reduced and No of forms/return to be filed per year should be minimum and there should be no personal interaction between the assassee and officer and if there has to be communication then it should be through Central server where all the communication should be recorded and well numbered. There should be no Telephone pr mobile connection to be allowed to the Departmental officer otherwise they call and issue threat and collect money.
