Dear Mr Prime Minister, For your Women Empowerment Drive, I would like you to reflect on the unique laws which affect the state of Goa under the Portuguese Civil Code, under Income Tax section 5A. Sir, when a woman marries a man in Goa, then she automatically becomes entitled to 50% ownership of all the assets belonging to the husband. Also, income from other sources get divided and family benefits from lower taxable income. This could be a good incentive to empower women after wedlock.

In addition, the issue of clean environment should be included in some form of maintenance of law and order by police department or alternatively,one new agency must be created by employing Sanitation and hygine inspectors in the line of food Inspectors. Accountability should be entrusted or police enforcements called in the event of noncompliance by the owner of the establishments .Mere entrusting the cleaning and sanitation issues with the municipalities is not enough at all.

Make a mandatory process to use only Khad made from "Cow dung" going in all government & forest department in place of Rasayanik Khad, And purchase cow dung from all villages. It will decreases killing of cows not giving milk,And give local business to gramin person at their home itself.
Additionally make use of Cow dung for Mosquito coil, dhup batti, uple etc..
