The National Council for Vocational Education and Training (NCVET) was notified by the Ministry of Skill Development & Entrepreneurship (MSDE) vide Notification No. D-17/113/2017-E&PW on 5th December 2018, to regulate the functioning of entities engaged in Vocational Education and Training.

In pursuance of the mandate of NCVET, the ‘Guidelines for Recognition and Regulation of Assessment Agencies’ have been formulated by laying the objective, foundation principles & approach, structure, proposed models of assessment for recognizing and regulation of Assessment agencies under NCVET.

The Guidelines is posted on the public domain- MyGov portal, to solicit comments/suggestions, if any, from the public/stakeholders and all are requested to convey their suggestions/comments on the Guidelines latest by 18.10.2020.

Vocational education should be designed according to the states. Some states may have to make some corrections, alterations, molding. The training should be designed according to the nature of the states and districts. For example, in the southern district of Tamil Nadu, which is based on agriculture, driver training can be given with mechanic training. Training in operating agricultural machinery and boat engines may be provided. The same should be done in other states.

It is a contract.In contract usually the EMD of 2 to 5% is taken as security.The turnover fixed for this tender to select AAs is Rs 5crores.The fee alongwith application is fixed at Rs 1 lake.This may be revised to screen unnecessary applications

should go smoothly for all Indian citizens. Nhcm should be revolutionary step and implimented without delay. All citizens data stored in a vast and composed Data bank . Assessment Agencies should be fully governed under one single entity. These agencies must store the applications with anonymous applicant user name which encrypts the personal information in the database. so as the unconscious bias can be reduced basis caste, religion on sect. These agencies should maintain confidentiality at each stage of assesment. These agencies must have centres in each state. These agencies must be well equipped with best IT associates who can manage the data in cloud.

Companies can not be recognised as assessment agencies as they will become bias while selecting the candidates as they will prefer to take candidates only from centres which are assessed by them.

Skill training shall have same content and curriculum all over India. So that whenever a person moves to any state his skill training remains valid. Assessment criteria shall also be same all over India. However, Assessment agencies can select their preferred geographical locations of operation.
