Water transport and boat services across states should be improved and increased. So that supply chain will be improved with more options to transport.
There should be an online system which could store the timely information of each and every places harvest and the market rate of those harvests.That should have the details of the transport facility available and charges too.So that timely decisions could be taken based on the data.The agriculture universities and farmers should be linked in that systems and alerts could be sent to farmers directly.So transparency could be made about the market situations.So farmers can take immediate decisions
Small scale industries to produce Value added products from fruits and vegetables should be created around the villages
Modiji We can utilize remote sensing facility to know about the harvest time, cultivation in each area etc. By utilizing this we can plan periodically how and what process is to be undertaken, according to the availability of the fruits/ vegetables etc.
Railway could have a separate coach for the village supplies. That coach should be handled separately. For example if Ooty harvests vegetables and fruits at low cost then separate coach in the nearest Mettupalayam station trains could be dedicated for that. If those trains connect only short distances, the vegetable coach should be removed and connected with other long distance trains. Based on the market trend, the route and charges for the vegetable coach could be decided.
To reduce the losses following things can be done:-
1). Small warehouse at town level. It will increase the cost but there are 2 advantage of this fist the losses will reduce and second it will also generate some employment.
2). Supply the fruits and vegetable in nearby market. This is help in reduce the losses and since transportation cost is also less which in turns reduce the overall price of these items.

Govt. to encourage more Indian Companies / PPP based Govt. Cos. for Contract Farming, Distribution & Sales. More Income to Indian Companies / Farmers / Indians-than to MNCs like WALMART. Farmers / Traders resistance to MNCs also can be solved.
