How can we stop the ‘brain drain’ wherein we are losing some of the brightest minds to other nations due to lack of suitable opportunities here? At the same time how do we get back those who left India, giving them opportunities whereby they shine and make India proud?

Ammendments in the legal framework is required. Say like the scope of audit culture should increase and accountability must increase in revenue officials.
Penalties and fines prescribed in IPC should be increased at least 10 times of the existing, so as to make people follow rules more ardently.
Laws must be made job generation centric. Third party participation must increase to maintain the transparency.

Why can not Government of India Link MNREGA with unmanned Level Crossings? Thousands die every year due to this. Most recent was the children tragedy and before that a UP Minister. Simply put MNREGA workers on Unmanned Crossings. Three Workers in a Day (Three Shifts) X 3 (122 Days Each) = 9 Jobs created per Level Crossing under MNREGA.

To get back people who already are out of India, we need to convince them that there are great challenges here which they can help in solving. We need to make India the land of opportunities where everyone's dream can come true.

Identify and Recognise the bright minds early in Colleges and other institutions. Find out their likings/aptitude, give them opportunities where they want to work and be satisfied and also minimum necessary living environment, pay and facilities with safety and security and allow them to perform and encourage. Let the politician not be a hurdle in peace, progress and development. If he can not contribute, let him not destroy the country and its population.

Brain drain occurs because of lack of research facilities or entrepreneurial support. India's brain potential needs big challenges which I think are plenty in India. There has to great infrastructure to help youngsters pursue innovative ideas in India.

Ensuring level playing field and equitable opportunities will play a vital role in prevention of brain drain. India has created new townships, wherein the lifestyle akin to foreign countries is available, however, businesses are still largely driven on lobbying and connections, which doesn't go well with talented people and thus they move out of country in search of equitable life. Cutting down red tape, easy access to information & encouragement incentives will help bring them back.
