How to stop the ‘brain drain’?

How can we stop the ‘brain drain’ wherein we are losing some of the brightest minds to other nations due to lack of suitable opportunities here? At the same time how do ...
I think thr shld b PERMANENT LABOURISATION eg, thr might b 100 civil gov contractrs in india but the labours working under them might b 1000 eventually the money spend by gov are alloted to them only respectively. if this 1000 workers are directly regd with government with some less facilities that r of normal Govt servants this could give food and earning to lkhs of poor workers and labours and will definately praise our new government and will also help in job creation frm ground level indeed.
At this stage, it is really difficult to stop this as myself is getting paid 30 times more than the salary which i would get if i work in india. One possible way is How india uses those Brains who are working in other countries. Probably they can get their help in training the indian students who are working/doing research in india thorugh online communication. Universities should allow officially to train or guide researchers through online skype, email etc etc and publish a collaborative work.
please talk to our CM Shri Shivraj singh ji for do something like that(for JOB).
do you want to see india as a developed country,
1. Remove the "reservation" ""caste" words from indian constitution
2.there should be only two casts that is rich people and poor people
3.Help the people according to their financial status but dont give reservation based on the caste because in every caste has rich and poor people
4.If any government misuse their duty, then dismiss from the job instead of suspend then indian government policy will work efficiently
I suggest the Ministry of Transport to install Speed Cameras to catch the motorist and to add extra revenue in billions: The current system is used worldwide. The camera takes the photos of the number plates or the speeding cars/trucks and fines (tickets) are sent within days. It is an easy way to reduce accidents and fine the law breakers. SPECS cameras operate as sets of two or more cameras installed along a fixed route that can be from 200 metres. The money can be used for making roads etc
The only way to do that is right candidates should be motivated. Some other things that needs to be considered is to improve the salary and infrastructure in the research labs. Some IIT labs and national research centers should be forced without high-level politics to collaborate with researchers from Private engineering colleges so that every one can do reasonable level of research. India should use at least 5% of its GDP to research and should give tax incentives for researchers.

Population must be controlled by restricting two children in a family. No facility to the family who produces more then two children, including stooping licenses, voting rights, subs dries.
has to control population. for this we have to bring such laws, if some one have more than 4 children they can't avail govt subsidies and they can't vote.
if someone have more than 2 children they aren't able to stay in any kind of elections..
MORE INCENTIVE BASED SCHEME FOR FRESHERS INDIAN CITIZEN SHOULD ANNOUNCED BY INDIAN COMPANIES. TOTALLY BASED ON TALENT THEY ALL SHOULD BE APPOINTED AND SHOULD BE GIVEN INCENTIVES, NO SAMPLING SHOULD BE DONE FOR APPOINTMENT OF FRESHERS WHICH MAY SOME TIME LEAD TO TALENTED ONE WILL NOT BE APPOINTED .. THESE IS A WAY WHERE BY BRAIN DRAIN CAN BE STOP.
