LPG Cylinder without subsidy should be sell in open market like petrol/diesel. A simple example :
I know many people who have no registration in any Gas Agency and they are using LPG since last 10-15 years. Every month they are buying LPG Cylinder in Black (Approx. Rs.800-900/-). They can't buy the same from market. If Gas Cylinder without subsidy (with cost approx. 650/-) will be available in open market the full amount to be go to the Petroleum Co. & Taxes to Govt.

Encourage, incentivise middle class and rich consumers, building co-ops,etc, to buy in bulk at different seasonal rates.International prices go down in summer months of June to Sept.Customers can buy in bulk in these months and govt. can save on subsidy.

Link Aadhaar with PAN and get income information of the individual. Take a average of last 2-3 years annual income as a cut off slab for subsidy eligibility.
Also you can get Aadhaar to map family and take a combined income of the family for subsidy eligibility, as many people are smart to take connections in the name of a non earning member of the family.

Distribute Kerosene subsidy in the same lines as LPG by depositing the money directly into bank account.

Make Aadhaar mandatory for getting subsidy. This is the only way to control misuse of subsidy provided by the govt.
You can set a timeline to the people to apply for Aadhaar No and have this deadline reviewed.
But the message should go clear that the future of Subsidy is with Aadhaar only.
Parallel to this govt can focus on identifying the duplicates using finger print matching softwares and remove the duplicates if any.
