Ideas to reduce diversion in LPG & Kerosene

A huge amount of Govt. money is spent on subsidy of petroleum products. The Govt. had to spend Rs. 1,39,869 crore on account of subsidy on petroleum products in the year 2013-14. ...

Each and every citizen must have this Aadhaar / DBT linking including all Government officials and Ministers. 12 cylinders per calender year must be followed by all.
to further explain Idea is to sell at market price to everyone.. so this will be strong deterent for any diversion...next whatever subsidized part is will be charged on Rupay card and this in turn should give sufficient time for govt to pay the subsidy directly to beneficiary...And only item that was sell to particular beneficiary can be tracked using bar-coding...
for LPG & kerosene, as well as PDS start bar-coding of products...
1.create bar-code for cylinder (provide 5l/10l kerosene in tin cylinder) or packets of grain
2.universal database of items being released from government to mediators i.e. gas agencies or fair price shops...
3. link each ration-card/UID with Rupay card
4. Handheld bar-code reader to read/feed ration-card number/UID and then using barcoded item to make 2 bill..cash portion charged on customer..remaining charged on govt..
Sir, In my view, The direct transfer of subsidy to the bank account of beneficiaries in the lines planned for LPG should be done for kerosene too, and ration card holders get the kerosene subsidy every month in their bank account as per his allotted quota whether he takes he kerosene or not. When there is no dual pricing, there is no scope for black marketing. As far as adulteration, stringent quality check and penalties will eradicate corruption.
This is post to reduce the usage of LPG. Go for Gobar gas.
Benefits:
-LPG is an depleting resource so we have to switch over to another resource which is eco friendly.
-In India LPG is imported when we switch over to Gobar gas it will reduce the import.
-Once the usage gets reduced the import will get reduced so the subsidy paid by the government for LPG will get less.The attachment gives a gist about the benefit of Gobar gas. Further study in the area will be fruitful for the nation.Thank U

Kerosene is used for adulteration in petrol. Addition of a bright colour to it or something that changes colour on contact with petrol will make it easily identifiable and will be a disincentive for it's diversion.
Dual pricing always has the problem of pilferage. The DBT will be a game changer in this. I feel cylinders should be made available in more weight options that anybody can buy for domestic or commercial use. Gas refilling should be like Auto LPG means freely available on petrol pumps. The customer's details should be entered at the gas station in the form of a swipe card. Subsidy will go to his account on per kg basis. There should be a cap on subsidy on per user per year
Incentivize more people to opt out of subsidy: Though option available in mylpg.in not many know abt it or not enthused enough to opt out. Use internet (specially facebook) to campaign (ads) to opt out.Allow people to automatically post in facebook:" I have opted out, Have you?" thus creating a viral effect and also a sense of pride/show-off :-) (incentive). 70% of lpg users are urban, FB has 10 cr+ Indian users, strong overlap between those who don't need subsidy if we can afford internet :-)
Great to have Aadhar/DBT linking to reduce ghost connections. Few other thoughts:
Reducing diversion domestic to commercial: Post aadhar linking, diversion will happen when more than 1 individual from same household taking subsidized cylinder and diverting excess to commercial. Thus give subsidy (12 or 9) by HOUSEHOLD and NOT individual (Aadhar has household information) or alternatively by giving say 3 subsidy/individual X 3 of individuals will nullify muliple connections/household
