How all the teaching and non-teaching posts will always be fully filled up, should be focused which matters a lot in ensuring quality education in state public universities.
Like Central University Degree, Mphil and PhD students are getting some amount of university stipend, this should be extended to state public university students as many students who study in state public university are from the lower economic background unlike students of central university.

I am research scholar in public state university (dbrau Agra). The condition of the university is very poor. Results declaration is continuing upto next session exam. Administration work is not time bound. Students are suffering from various problems like as late result, mark sheet mistakes, degree problems, poor academic. Most of professors are engaged in administration works. No body focus on research, teaching and regular session. So in my opinion, a centralize system must be implemented in it.

The state public universities are too strongly controlled by the respective state governments. There has to be a paradigm change whereby State governments provide block grants to universities, create norms for accountability, empower regulators, and then leave it to the leadership of the university to run the institution. The selection of Vice Chancellors and other office bearers must not involve the government at all.

Starting new IITs & IIMs appears to be a shortcut to gain popularity for both the present & its predecessor governments. The tougher thing to do is to improve the quality of the other state public univerisities. \one way to improve their standards is to have a better institute to mentor the other public univerisites. For example,The Indian Institute of Science,@Bangalore can mentor say the Bangalore ,Tumkur,Mysore ,Mangalore or any other such university. Improvement in education standards is a big need. Education has been commercialized for profit at the cost of quality. License of private univ and colleges should be restricted and be given to legitimate parties. Having a degree with no specialized skills is useless and waste of money of time of students and hard earned money of their parents/guardians.
