there can be many ways of collecting revenue for railways...
first of all...
railway may charge the person for disturbing the cleanse of the stations or train...it will help in collecting more revenue and will keep station and train clean to...but it will be strict action to be taken...but will have good effect technology i.e cctv camras can be used for this work..
on other hand railway can use commercials or it may give permission to corporates to run there own trains...
Increase in revenue of Railways can be achieved by non-tariff aspects also,
1) Revenue through Call for advertising of public sector/private sector / MNC's on Railway Platforms and trains
2) Calculate the book value of high fuel consuming / Maintenance engines and bogies, recondition and sell it to less developed countries
3) Attach more bogies to trains
4) Electrify the railway lines and slowly get rid of diesel engines
5) Calculate revenue generated per staff person and reallocate them

My submission is please make commercial space above the railway tracks and platforms i.e. construct a floor over platforms in major railway stations like NEW DELHI, MUMBAI, CHENNAI same as in METRO RAIL, so that passengers can shop / view cinema/ other entertainment in the station itself who has time to wait. So that Indian railways can collect huge revenue, with this the same/other station may be maintained in hygienic.

2-start selling merchandise like we get in on-flights retails. out of 800 cr passengers even if 1% of of them buy goods worth ₹100 we make ₹800cr revenue & goods should be only from the distress industries like handloom, weavers, khadi industry. This will give direct market exposure to 800cr buyer every year.
