For delivering various Citizen centric services and furthering the reach of Financial Services including Insurance, the Government of India has set up a Task Force to examine and recommend efficient utilisation and upgradation of the Post Office Network, enabled with Digital/Internet Connectivity to rural Offices and outpost areas enabling reach of different services in rural areas. This Network is also being viewed as a distribution channel to retail various schemes and services of Central Government, State Government and Private Sector Players.

Through this discussion the Department of Posts (Ministry of Communications & Information Technology) seeks suggestions on the following:

•    To provide efficient postal network and points of presence [particularly in rural areas and small towns] to Central Government Ministries / Departments, State Governments [including Local Self Government] and private sector players for delivering various citizen-centric services, scheme, products to the people.
•    To further the role of Post Offices in Financial inclusion, including Insurance products
•    The infrastructure requirements of the Post Offices and the Postal Network
•    To make the Post Offices financially viable

प्रधानमंत्री जनधन योजना के बचत पत्र 6,7 वर्षीय निवेश हेतु जारी किये जावे, खाते भी खोले जावे, किसानों गरीबी रेखा के नीचे श्रमिकाें, हाथ ठेला रिक्‍शा चालको, कामकाजी महिलाओं के बीमा प्राईवेट कम्‍पनियों से न कराके शासनसे डाकघ्‍ारमे कराये जावे राज्‍य,स्‍थानीय शासन की योजनाओं सेवाओं जैसे श्रमकार्ड, रा‍शनकार्ड,खाद्य लाईसेंस, आयकर, सेवाकर के पंजीयन के साथ ही नोटिस की तामीली का कार्य कराना इस हेतु कलेक्‍टर,नगरपालिका,डाकघर,लघुउद्योग क्षेत्र,पंचायत में काउंटर खोला जायेगा स्‍थल/भवन किराये पर लिये जायेेगें

i) At Post Offices,People deposit jewellery & valuables not in their day to day use; i)Appraiser select & accept items; iii) PO arrange for safe storage & proper record thereof; iv) Display & Offer them to other people for temporary use and charge rent; v) Pay to depositors the part of rent. Depositor gets incentive & no expenditure on safe storage. User saves 20% & investment. PO gets business. On barely 25% success, import of gold Rs 150 trillion will be reduced- equal to 40 years demand.

All Post Offices be PMO's & CMO's extension counters to receive & deliver all communications, applications, responses between citizens and Central & State Govts. To advise-guide people on all schemes. Central & State PRO sections to operate from each post office. People need not go to any other govt department, office. Total Elimination of interface between public & govt servants.

7. With the use of mobile functioning of postal network system, the collection of various taxes, EPF & ESIC contributions from the institutions, etc.. Also, if the depositor shall be given the facility to deposit/ withdraw the fund at any time at these ATM centers will give more interest among the peoples to deposit the amount in that scheme. The Post office point of view also, the rate of interest also given by the post office on monthly once, based on the availability of the savings fund. It will give lot of improvement in the present system with the good results in both sides. contd..

Hence, In addition to the above passbook enrollment transaction, If the postal deposit fund management shall be amalgamated with banking system, it will help the depositor in lot of ways such as if the depositors are issued with ATM cards, the depositor shall be in a position to very well verify their account status at any of the nationalized Bank ATM centers contd..

In this system, lots of peoples are expecting to avail their fund interim to meet out their emergency cases, now at present system of these savings; it is not possible by the depositor to avail the fund at any time for their requirement. Hence, the depositors are approaching local financiers and fulfilling their requirements. contd..

6. In deposit side, lot of authorized agents are functioning in the villages as well as in town sides for collecting money from the people for the deposit of either in the small savings scheme or some other schemes introduced by the post office. The proper enrollment is made in the post office savings book and the same is issued to the depositor by the agents only. contd..

This will give lot of developments especially in the village area. In case of any complaints, the same should be complied immediately by the postal dept. The default authorized agent should be terminated immediately and proper compensation should be collected from him. This will give lot of development in the village side. contd..
