In order to make the Indian IT Industry move up the value chain and thereby sustain its growth trajectory, India has to adopt a paradigm shift in it’s strategy for software ...

In order to make the Indian IT Industry move up the value chain and thereby sustain its growth trajectory, India has to adopt a paradigm shift in it’s strategy for software sector by focusing to create vibrant Indian Software Product Industry, where IT Products also contribute equitably and significantly along with IT Services. Though India is well positioned to further grow in services sector, however for holistic growth, there is a need for a National Policy on Software Products that can synergise the efforts of the Government and Industry to create a robust Software Product Industry, which enables the germinating ground for large number of Software product startups, promotes development of an ecosystem encouraging R&D and innovation, opens up multitude of opportunities of access to capital and helps build and improve the domestic demand. A National Policy on Software Products aligning with other initiatives such as Start-up India, Make in India and Digital India etc. can provide the springboard for India to emerge as a global leader in this important industry.

To drive the rise of India as a Software Product Nation and synergy with the ITeS sector, so as to place India as a leading player as creator, producer and supplier of innovative Software Products globally thereby enabling the IT Industry to sustain growth momentum, a Draft Policy is under consideration by this Ministry.

Ministry seeks suggestions and feedback from the public and other stakeholders on the draft before forming the policy.

The last date for sharing your inputs on the Draft National Policy on Software Products is December 9, 2016.

Reduce the Taxes on the Software Development Products purchased from Adobe , Autodesk, Microsoft, Tally etc.. Software Developers will be benefited and purchase more license and hire more people, otherwise they end up paying more price with additional taxes. Today they pay more than 18%, Why Should software developer pay more taxes ? One Simple GST with Minimum Tax not 18% make it 5% will help small and medium and big companies to purchase more license and develop more projects with people.

Many Software Distributors are making money but software Developers are ending up paying more .These licenses will be outdated in 1 or 2 years. As the software products are updated. Again developers pay more taxes on the software products licenses. Adobe, Microsoft licenses are becoming more price for purchasing. In the Budget please remove the additional taxes and make minimum GST so that it saves development cost, A small company if it takes 10 license for development, pay more taxes.

PM Sir,
Important point to decide on taxation of the Software Products. Please remove the TDS and Service Tax on the Software Products purchased. Since market is very bad, Taxing on the software licenses purchases is impacting the software developers. Each Software License is costing very high with these Taxes on the Products. Chidambaram made this issue by adding multiple taxes on the purchases. Only VAT will be fine that too 5%. But Service Tax, TDS and other cess are more per license.

Give subsidies to who's develop software products on pilot level. If can success pilot project of software products development, again give two years training support and subsidy on main production. Then our Indian innovative Software Products we will export abroad and use internal(India) needs.

Introduce software products manufacturering courses from 6th standard to degree level education on craft period. Then our India will improve software products in the in house way at we can provide proper software products training in school level

While developing software/mobile app, we need to keep in mind that it should be "Divyang" friendly. Things like if they want to pay amount from their mobile, that application should be designed in such a way that Divyang can easily use it.

Like how BSNL is giving telephone services including instruments, mobile services also expected same way alongwith instruments supplied by the govt because security issues are important in current situation to make mobile banking. It shall be available as an option for many remote area people

If someone is providing online paid service, then the code deployed must remain on the server for some time(for ex. 6 months), the owner should not be able to delete that version of code, although he can deploy newer version of code to update online service(application/website etc).
There are people which do fraud. Like bidding portal where people purchase bids to bid on products and if user's bid is highest he gets that product. Actually on such websites they use bots to make automatic bids.
