Make whole higher education system flexible. Define academic program requirements and let students take classes as per their convenience. It's foolish to require everyone to graduate in same number of yrs. As and when students take all the credits, let them finish early (or later). Make transfer/migration hassle free. Allow people to shift colleges/universities mid-program.

Develop world-class professional organizations for all various fields of inquiry that connect national/international academicians and students for annual conference, journal publication, knowledge sharing, policy briefing etc... Currently, we have in-numerous, ineffective small organizations with hardly any big picture goals.

India has a massive market in higher education.Students from many Asian and African nations prefer India. We can take effective steps to sign MoUs with many developing countries. Our Central and State owned educational institutions can also earn a sizable revenue.

As a preliminary measure students must be made to understand the academic environment in aboard at the higher secondary level and under graduation level. This can be done by inviting professors from leading branded universities across the globe.Students must be allowed to interact with faculty frequently to create an intention that internationalization of higher education leads to global opportunities. This will also give an idea about the nature of students willing to take up HE in aboard.

We need to invite best US Universities on Engg, MBA, finace etc to set up their off-shore campus in India. This will raise the bar for Indian edu institutions. Presently they are not interested in India beacuse- they are not allowed to take back profits, 2ndly Indian Govt has not contacted them officially. Please contact them, ask what will they need to set up campus in India. You will save precious dollors, create jobs in India, set the bar high for Indian colleges. Mr Obama will help
