We need to create simple technologies to verify identity documents for people with disabilities to apply for welfare programs created for their welfare.
Facial recognition devices should be included in identity verification events.
People in the public distribution system face difficulties in verifying identity through fingerprint registrations, especially for the disabled and the elderly. Therefore, facilities that can verify identity through facial recognition should be added for those who cannot register fingerprints correctly.
Facial recognition devices should be ready along with Aadhaar-based fingerprint registration and identity verification devices.
There is a delay in fingerprint registration of the differently-abled and the elderly in public distribution schemes.
Therefore, facial recognition devices should be kept ready in places where fingerprints are required to verify identities, including in public distribution schemes.

Direct PwD Involvement in Audits: The development process requires PwD participation, but so does compliance. Suggest mandating that third-party accessibility audits and certification bodies must include PwDs in their inspection and testing teams, ensuring compliance is evaluated from a lived-experience perspective.
Digital Transparency and Feedback: The Online Portal should be more than a registry; it must be a centralized feedback loop where users can easily submit bug reports, safety concerns, and suggestions that manufacturers are legally obligated to review and address within a defined timeline.

Strengthening Distribution, Training, and Accountability 🧑🤝🧑
Access to the device is useless without proper fitting, training, and a clear path for redressal.
Mandatory User Training and Fitting: The distribution framework must compel certified manufacturers and distributors to provide mandatory, multi-modal (including Indian Sign Language and simplified text) training and professional fitting services upon delivery of specialized AT. This must be a non-negotiable part of the purchase price, ensuring devices are used effectively and safely.
Lifetime Maintenance and Repair Network: A significant challenge is maintenance. The standards should require manufacturers to establish a nationwide, registered network of service centers and guarantee the supply of spare parts for a minimum of five to seven years after a product’s launch, preventing devices from becoming unusable due to lack of repair support.

mandate root-cause analysis for all serious incidents (e.g., wheelchair collapse, hearing aid failure) within 30 days, leading to mandatory recalls or updates by the manufacturer.
Interoperability Standards: Given the rapid digitalization of AT, the standards must require all digital devices and software interfaces to adhere to open protocols and internationally accepted interoperability standards (like WCAG 2.1 or later). This prevents users from being locked into proprietary ecosystems and ensures different devices and apps can work seamlessly together (e.g., a screen reader working with any government digital service).
Cognitive and Neurodiverse Inclusion: The standards often focus on physical and sensory impairment. They must explicitly detail accessibility requirements for cognitive and neurodiverse users, mandating features like simplified, consistent interfaces, pictogram-based instructions, and low-stimulation design options.

model to a Quality and Cost Based Selection (QCBS) system. This ensures that government bodies purchase certified, durable, and sophisticated devices rather than prioritizing the cheapest, low-quality imports.
2. Ensuring Quality, Interoperability, and Safety 🛠️
The core strength of the draft lies in mandatory certification, but the mechanisms for safety and quality must be detailed and stringent.
Mandatory, Time-Bound Certification: While certification by the Bureau of Indian Standards (BIS) is stipulated, the final rule must impose strict, time-bound deadlines for the certification process. Delays discourage small-scale indigenous innovators. A fast-track certification window with reduced fees should be created for Micro, Small, and Medium Enterprises (MSMEs) developing AT in India.
National Safety Incident Database Enhancement: The proposed database for recording device malfunctions is a crucial safety measure. It must be made publicly accessible (with anonymized data)
