The Department of Empowerment of Persons with Disabilities (DEPwD), Ministry of Social Justice & Empowerment (MSJE), in collaboration with MyGov, invites comments and suggestions from stakeholders and the general public on the draft accessibility standards for the Services Sector. These draft standards, which identify non-negotiable rules, have been prepared to strengthen the creation of barrier-free environments in accordance with the Rights of Persons with Disabilities Act, 2016 and relevant rules.

All interested individuals are requested to carefully examine the proposed standards and submit their feedback, comments, and suggestions on the MyGov platform, ensuring that personal details are entered accurately during registration.

महोदय, नमस्कार, ओडिशा में जो ऑटोनॉमस संस्था है अंडरटेकिंग govt, वो लोग मन मर्जी करते है, इनमें अधिकारियों की कोई गलती नहीं, officialclerk की गलती है, कारण ये लोग मकान बना लिए है, ट्रांसफर होती ही नहीं, अधिकारियों झूठ बोलकर अपने नेटवर्क स्ट्रांग करते है, और मन मर्जी करते है, ये टूटना चाहिए, cemc टीम bda का पक्का हो रखा है भुवनेश्वर में, एनफोर्समेंट bda से नेटवर्क ga &pg department तक लम्बी है, भ्रष्टाचार को रोक सकते है, bmc aur bda का एक अधिकारी है, उनको कुछ पता नहीं, रिटेल में आणि चाहिए, जय जननी

Medical insurance companies provide half of the claim amount for robotic surgeries. How it is expected them to cover the full cost of the assistive equipment? IRDA shall take up the matter with insurance companies to include reimbursement of full cost of the robotic surgeries. Robotic surgeries reduce the recovery time and less number of days of hospital stay. Use of new technology shall be encouraged by insurance companies.

As many advance devices are not manufactured in India and need to be imported, there shall be a provision in rules to comply with the rules and standards of the country of origin.

Feedback on Assistive Technology (Standards and Accessibility) Rules, 2025 I appreciate the initiative of DEPwD in drafting these rules to promote accessibility and quality for persons with disabilities. To strengthen the framework, I suggest ensuring affordability and easy availability of assistive devices at local levels, simplifying certification for innovators, and including user representation in standard-setting processes. Regular awareness and training programs should also be part of implementation. Thank you:)

Making standards is a technical matter. Good engineers will make everything possible with AI tools. AI can make-up for low vision or loss of vision by creating virtual images. AI tools with touch and motion sensors directly controlled by brainwaves can create assistive movement of arms and legs. Use of AI in assistive technology can create innumerable possibilities. Yet, everything comes for a cost. At a premium. Who would bear the cost of development of assistive technology? Who will make the technology accessible and affordable for everyone? No businessman will do it. Hospitals are profit centres. They will certainly not do it. So, government will have to do it with taxpayers money.

Government can make rules. Government can get deveped assistive technology. But which technology can really help the disabled in the situations shown in attached picture. This is popular Central Market of Lajpat Nagar. Whole of pedestrian walkway is uneven and encroached upon. It is difficult to walk even for a normal person. The people moving on the roads, entering into buses and metro trains do not follow any civic sense and just push everyone else. What a disable person would do with whatever assistive technology? Government shall first do something forcefully to make citizens from just crowd to well behaved civilians

The provisions of grievance rederessal, insurance coverage and replacement shall apply to all categories of assistive technology, including essential items is the important point taken into consideration. I think in point no.14 on page no. 4 the spelling of dysfuntional and dysfunctions should be disfuntional and disfunctions respectively. The government shall ensure that assistive technology is integrated into rehabilitation and social welfare schemes. At the end the regulation creates the much needed balance between quality and availability so that final goal is achieved.

The Draft Accessibility Standards for the Assistive Technology Sector should focus on affordability, interoperability, and innovation to ensure equitable access for all persons with disabilities. Standards must promote indigenous R&D, open-source designs, and integration with digital public infrastructure to enhance usability across devices. A national registry of certified assistive technologies should be created to ensure quality and transparency. Furthermore, capacity-building programs, inclusive design training, and public-private partnerships can accelerate accessibility innovation. These measures will help India become a global leader in inclusive technology, realizing the vision of Accessible India, Inclusive Bharat.
