Singapore prepares for a fast ageing population and to build an inclusive society. While the needs of persons with disabilities remain the primary focus in our Code reviews, this 2013 Code places greater emphasis on universal design concepts and provisions that will benefit a wider spectrum of people, including parents with infants, the young and older persons.

Municipal authorities/corporations should ensure, before giving permissions of construction, the provisions of stepless system for easy access to buildings, lifts for free access to upper floors, adequate doors width for wheel chairs entry and accessible toilets.

The proposed draft is a welcome step toward ensuring inclusivity; however, it must go beyond minimum compliance and embed universal design principles at its core. Accessibility should not be treated as an afterthought or a checklist item—it must be integral to planning, design, construction, and maintenance across public and private infrastructure.
Key Recommendations:
1. Mandatory Enforcement Mechanism

respected sir,
I am very much aware and concerned about the traffic issue we are facing not only in cities like Bengaluru Or Mumbai, but also in tier 2-3 cities.
I have a suggestions which can reduce this significantly.
suggestion :
The big corporate companies should start bus services to their employees. The bus should be either of CNG or by solar energy. Just like we do in schools, the bus will pick up the employment and they will be dropped to the office.
It will reduce no. of vehicles as well as we can meet aur target of NET ZERO EMISSION.
The bus will be well designed with facilities of AC and wifi so employees's productivity will be increased.
we can also persuade employees to work from home .
The water and electricity consumption will also reduce.
Also the peak hour management should be there so that people will have more productive hours which will be good for everyone.
My suggestions will though bring small change but it's outcome will be impactful.

The term universal design was coined by the architect Ronald Mace to describe the concept of designing all products and the built environment to be aesthetic and usable to the greatest extent possible by everyone, regardless of their age, ability or status in life.
