The Department of Empowerment of Persons with Disabilities (DEPwD), Ministry of Social Justice & Empowerment (MSJE), in collaboration with MyGov, invites comments and suggestions from stakeholders and the general public on the draft accessibility standards for the Build Environment sector. These draft standards, which identify non-negotiable rules, have been prepared to strengthen the creation of barrier-free environments in accordance with the Rights of Persons with Disabilities Act, 2016 and relevant rules.

Accessible Facilities*: - *Toilets*: Unisex toilets on each floor of multi-level buildings, designed for wheelchair accessibility. - *Lifts*: Audible and visual signals, Braille buttons, and sufficient space for wheelchair users. - *Public Areas*: Accessible drinking water, sanitation facilities, and healthcare facilities.

प्रस्तुतकर्ता: Sohil Khan ✅ Section 1: रैंप डिज़ाइन और ढलान वर्तमान मानक (NBC B-6.2): भीतरी रैंप जहाँ अनिवार्य हो, वहां अधिकतम ढलान 1:15 होना चाहिए। सुझाव: ➤ सभी सार्वजनिक इमारतों के प्रवेश द्वार पर रैंप की उपलब्धता अनिवार्य की जाए। ➤ 6 मीटर से अधिक लंबाई वाले रैंप में हर 6 मीटर पर विश्राम स्थान (1.5m × 1.5m) आवश्यक किया जाए। ➤ रैंप पर दोनों ओर मजबूत ग्रैब रेलिंग, नॉन-स्लिप सतह और दृष्टिहीनों के लिए टैक्टाइल संकेत हों। कारण: लंबी चढ़ाई पर विश्राम ज़ोन थकान को कम करते हैं। यह ADA जैसे अंतरराष्ट्रीय मानकों के अनुरूप है। दृष्टिहीन और व्हीलचेयर उपयोगकर्ताओं की सुरक्षा सुनिश्चित होती है।

✅ Section 2: टॉयलेट एक्सेसिबिलिटी (NBC B-9) वर्तमान मानक: भूतल पर एक सर्व-लैंगिक एक्सेसिबल टॉयलेट और ऊपरी मंज़िलों पर RHS/LHS टॉयलेट। सुझाव: ➤ टॉयलेट प्रवेश की चौड़ाई कम से कम 950mm निर्धारित की जाए। ➤ WC की ऊंचाई 450–480mm, सिंक की ऊँचाई 800mm और नीचे घुटनों के लिए खाली जगह सुनिश्चित हो। ➤ सभी टॉयलेट्स में फोल्डेबल ग्रैब बार, ऑडियो विजुअल संकेत और टैक्टाइल ब्रेल साइन हों। कारण: स्टैन्डर्डाइज़्ड डिज़ाइन से हर जगह एक समान सुविधा मिलती है। बुज़ुर्गों और व्हीलचेयर उपयोगकर्ताओं की सुविधा बढ़ती है।

✅ Section 4: दरवाज़ों की चौड़ाई और संचालन (NBC B-5.3) वर्तमान मानक: दरवाज़ों की चौड़ाई और संचालन उपयुक्त होना चाहिए। सुझाव: ➤ प्रवेश द्वार की चौड़ाई न्यूनतम 950 mm अनिवार्य की जाए। ➤ दरवाज़े पर कंट्रास्ट रंग का चिन्ह हो, और स्वतः बंद होने वाले यंत्र को धीमा किया जाए। ➤ दरवाज़ों के चारों ओर व्हीलचेयर के घुमाव हेतु पर्याप्त स्थान सुनिश्चित किया जाए। कारण: व्हीलचेयर यूज़र्स को बिना सहारे के प्रवेश और निकास में आसानी होगी। दृष्टिहीन लोगों को दृश्य संकेत से सुरक्षा मिलती है।
