The Department of Empowerment of Persons with Disabilities (DEPwD), Ministry of Social Justice & Empowerment (MSJE), in collaboration with MyGov, invites comments and suggestions from stakeholders and the general public on the draft accessibility standards for the Build Environment sector. These draft standards, which identify non-negotiable rules, have been prepared to strengthen the creation of barrier-free environments in accordance with the Rights of Persons with Disabilities Act, 2016 and relevant rules.

The built environment refers to the human-made surroundings that provide the setting for human activity, including buildings, parks, and infrastructure. These standards aim to strengthen the creation of barrier-free environments for people with disabilities in accordance with the Rights of Persons with Disabilities

To ensure truly inclusive built environments, it is essential that all public infrastructure such as government offices, transportation hubs, parks, and educational institutions are mandatorily audited and retrofitted as per accessibility standards. In addition to physical access (ramps, tactile paths, accessible toilets), provisions must include assistive technologies for the visually and hearing impaired. Clear timelines and accountability mechanisms should also be outlined for implementation across urban and rural areas. Awareness and training programs for architects, engineers, and local authorities are crucial for long-term success.

Ensuring Dignity and Equal Access for Persons with Disabilities I truly appreciate the initiative taken by the Department of Empowerment of Persons with Disabilities (DEPwD) and the Ministry of Social Justice & Empowerment for seeking public input on the Draft Accessibility Standards. Accessibility is not merely a facility—it is a fundamental right of every citizen, especially those with disabilities, and these standards are an important step toward achieving true equality and dignity. Here are my detailed suggestions: 1. Mandatory Ramps and Elevators: All public and private buildings (including schools, hospitals, banks, and offices) must have ramps with proper slope and handrails. Elevators should include voice guidance and Braille buttons. 2. Tactile Paving for the Visually Impaired: Roads, footpaths, railway stations, and bus stands must have tactile paths leading from entrances to key areas to help visually impaired people navigate safely. 3. The center and state are making regulations about the greenery but they are not checking whether all those are implemented at ground or not . Those rules have many loop holes for that builders are not giving 30% space for greenery. The shopping centre below the apartment must not be allowed they are not giving a parking area and space for the garden and kids playing area.The DDO , TDO are not aware about the latest technology for the Solar rooftop and rain water harvesting, the garbage disposal management, the rainwater and drainage water passway calculation. All Village , rural and urban areas must have ETP and STP plants for the waste water filtration and discharge in the river or such water can be used in the construction activities. Old outdated rules and regulations to be changed with Smart City concept , We must have sufficient gardens, sport center, open ground for the sports activities , So we can keep citizens healthy. We need to have safe bunkers at the strategic location too
