PM Shri Man Narendra Modi ji along with the MLA, all of them have big criminal cases registered against them in the past, and after the BJP MLA was elected, many cases were terminated, but all these are still pending in various courts.

Multilingual Accessibility: India has 22 official languages and numerous dialects. ICT platforms should support text-to-speech and screen readers in regional languages like Hindi, Tamil, and Bengali. For example, the Bhashini initiative can be integrated to provide real-time translation and voice support for PwDs.
Affordable Assistive Technologies: Subsidize assistive devices like screen readers, braille displays, and speech recognition software for low-income PwDs. Partner with startups and NGOs to develop low-cost, open-source solutions tailored to Indian users.
Rural and Low-Connectivity Areas: Ensure offline accessibility for digital content in areas with poor internet access. For instance, downloadable accessible formats (e.g., DAISIM files for braille) and voice-based interfaces can bridge the digital divide in rural India, where 70% of the population resides.

Introduce graded penalties for non-compliance, such as fines for private entities and performance-based accountability for government agencies. For example, non-compliant websites could face temporary suspension of public funding or contracts.
Establish a National ICT Accessibility Council under DEPwD to monitor compliance, conduct audits, and provide technical assistance. This body can emulate the U.S. Access Board’s role in overseeing Section 508 compliance.

Extend WCAG principles to emerging technologies like artificial intelligence (AI), virtual reality (VR), and Internet of Things (IoT) devices, which are increasingly relevant in India’s digital ecosystem. For example, AI-powered chatbots should support screen readers and provide text-based outputs.
Require all government websites, mobile apps, and public-facing digital services to meet WCAG 2.2 Level AA by 2027, with a phased approach for private entities by 2030. This includes ensuring text alternatives for images (alt text), keyboard navigability, and sufficient color contrast

India’s vision of Viksit Bharat by 2047 aims to create an inclusive, prosperous, and sustainable nation. A critical component of this vision is ensuring digital accessibility for all, particularly for the 2.68 crore persons with disabilities (PwDs) in India, as per the 2011 Census. The Information and Communication Technology (ICT) sector, encompassing websites, mobile applications, software, and digital services, is pivotal in enabling equitable access to education, employment, healthcare, and governance. The Draft Accessibility Standards for the ICT Sector, released by the Department of Empowerment of Persons with Disabilities (DEPwD), Ministry of Social Justice and Empowerment, represent a significant step toward digital inclusion. This essay provides comprehensive suggestions to strengthen these standards, ensuring they align with global best practices, address India-specific challenges, and support the Viksit Bharat goal of inclusive development.

I appreciate the initiative taken to draft Accessibility Standards for the ICT sector. These guidelines are essential to ensure digital inclusion for persons with disabilities across all platforms. I suggest including detailed specifications for screen reader compatibility, keyboard navigation, and alternative text for all multimedia content. Continuous testing with real users having diverse disabilities will strengthen the standards. This step is crucial in building a truly inclusive digital India. Thank you for inviting suggestions.

The draft accessibility standards are commendable for aligning with WCAG 2.1, ADA Section 508, and EN 301549, while addressing India-specific needs like regional languages. Presenting a unified document for diverse ICT services ensures clarity and ease of implementation. Mandating ePUB and OCR-based PDFs promotes better access. It is suggested to update references to WCAG 2.2, set clear compliance timelines,

Presenting a unified document for diverse ICT services ensures clarity and ease of implementation. Mandating ePUB and OCR-based PDFs promotes better access. It is suggested to update references to WCAG 2.2, set clear compliance timelines, and establish a monitoring and grievance mechanism. Capacity-building for implementers and incentives for early adoption should be considered. Ensuring the feedback process itself is accessible in multiple formats and languages would further demonstrate an inclusive, user-centered approach
