Sir, Information and Communication Technology on draft , covered maximum required context of NALSAR and other available factors in respect of Rights of Persons with Disabilities Act 2016/2017. Proposed rules also included the factors on the website and other related factors which are encouraging for its products and services. Accessibility Confirmed Reports (ACR) for each product, service etc., which are very important factors for providing the justification for the rules. Rest all factors covered in the Draft.

Digital Public Infrastructure (DPI): India's DPI, like Aadhaar and UPI, has the potential to revolutionize service delivery. Expanding DPI to include more sectors and improving accessibility can enhance governance and empower citizens.

Dear Sir, For bank deposits we have nomination facility...In this, nominee will act as trustee...Like that why cannot we handle the loan a/cs against properties...We should get the documents signed by the owner of the property stating that the documents should be handed over to x or y or all his children...it should be clearly stated that they act as trustee..We have to see why should we obtain the legal heir certificate? when the documents only to be handed over...that too legal heir certificate is issued on the basis of person who died...not based on the property. If the property is ancestral then the legal heirship will differ. While handing over the documents what is the purpose for banks to get legal heir certificate...What is the difference between a person having Rs 50 lacs deposit and property worth Rs.50 lacs...If it is already told like nomination it will be easy for banks to hand over the documents to nominees..Govt can think over it...And sorry if my suggestion is wrong.thks

समान संधी अवसर सेवा -in short समानता और एकता सभी के लिए एकसमान cause few are physically incompetent to do daily act like normal people but all having same energy engagement in thought process it's equally run among all so body can't be barricade to competent others & if having can be fullfill by other components 4example- disable need more time , that time double alloted to them so can speed up equally then in teaching education job business enterpreuer availability provide them what the main causes that differentiate them with others nothing but normal movements of body activities it's get slow down so helping hands may fill gap the normal acts then - availability transport tools vehicles just can do home delivery facilities for them also especially in medical help or other reasons App data information arewise so may help...

The draft must ensure mandatory compliance with WCAG 2.2 guidelines for all government and private digital platforms. Accessibility features like screen reader compatibility, voice navigation, closed captioning, color contrast options, and keyboard-friendly design should be standardized. Regular audits, user-testing by persons with disabilities, and penalties for non-compliance will ensure accountability. Additionally, training programs for developers and content creators on digital accessibility should be made compulsory to build a truly inclusive digital ecosystem.

Human help can best ensure that people with disabilities can access available facilities. Only a fit fellow human can immediately understand and provide the specific assistance needed by the disabled person and ensure his/her accessibility to the facility he/she requires to use. Help Centers established at public institutions can gather requests for assistance through family members/ relatives of the disabled person needing help and provide free assistance by trained personnel.
